Last update 14/12/2009 CIRCULATION OF FICHES 2009 14/12/2009 Following the design and programming of twinning projects with the aim to provide public sector expertise to help new Member States and candidate countries to address identified shortcomings in the transposition and implementation of the acquis , the Commission circulates all twinning project fiches to all EU Member States and invites them to submit project proposals by a given deadline. Selection meetings are then organised for Member States to present their project proposals to the beneficiary country which selects the most suitable proposal. Where no project proposals have been received or where the beneficiary country decided not to chose any of the proposals received, the Commission in co-operation with the beneficiary country may decide to re-circulate project fiches and again invite Member States to submit project proposals.
