« The seven wonderns of France: the act providing framework for French government programme in matter of historic buildings, the 31th July 1962 », by Xavier Laurent Restoration campaigns led between 1918 and 1939 and during the IVth Republic with the help of American patronage and National Lottery funds allow to better understand the act providing framework for French government programme in matter of historic buildings, voted by the French Parliament on 3 1 July 1962. Thanks to this law could be continued restoration works which concerned Fontainebleau, Versailles, Vincennes and the Cathedral of Reims, considered as usual favourites of the French Administration. In addition to this list were the Louvre, the Invalides and Chambord. These different places are the proof that Malraux aimed at putting forward the masterpices of the National Heritage. Politically, to choice such a moment was not gratuitous : the end of the Algeria War weakened France on the international scene. The Elysée Palace and Matignon kept an eye on this prestige operation whose purpose, among other things, was to endow the French State with an official residence equal to the diplomatic ambitions of de Gaulle. In spite of this influential support, there were many criticisms. The champions of the budget austerity worried about the concentration of the poor financial means granted to the Direction of Architecture on few monuments. Art historians protested against the search for spectacular operations and the fact that architects were totally free to impose their own conception of the beautiful and the authenticity. To appease this risk and satisfy the local councillors, a second act was voted in 1 967, which increased the number of the selected monuments and gave the local communities a share of the financial plan of the restorations. But, in a budget and social context more and more difficult, the choice of about a hundred of priority monuments was always problematical. Eventually the commission for the monumental heritage, included in the 6th Plan, rejected the proposal of a third act. In 1971, Jacques Duhamel concluded a debate opened by Malraux : he decided to save the whole legacy of the past centuries. Pierre-Henri Mayeux and the Adrien Dubouché national museum in Limoges : a lesson in decorative art, by Laure Chabanne Considered as a model of encouragement of applied arts, Limoges' Adrien Dubouché museum and school of decorative arts became national institutions in 1881 and sat up in new buildings opened in 1900. Pierre-Henri Mayeux, their architect, also taught decorative art, in particular at the Beaux-arts in Paris. Build with little money, the museum and the school should however impact on pupils as an everyday architectural lesson. Both buildings, especially the front of the museum, can be analysed in comparison with the theory of decorative composition Mayeux had published. They exemplify the principles of the institutional « Art nouveau » style which developped with the teaching of decorative arts at the end of the XIXth century.

Juli 1962 ist die logische Folge der Restaurierungskampagnen, die in der Zeit zwischen den zwei Weltkriegen und während der IV. Republik mithilfe des amerikanischen Mäzenats und der Kredite der staatlichen Lotterie geruhrt wurden. Der vom Parlament verabschiedete Gesetzestext ermöglicht die Fortführung der in
Fontainebleau, in Versailles, in Vincennes und an der Kathedrale von Reims begonnenen Arbeiten. Er fügt diesen von der Verwaltung bereits Begünstigten den Louvre, den Invalidendom und Chambord hinzu, die die Absicht des Ministeriums unterstreichen, die Meisterwerke des nationalen kulturellen Erbes in den Vordergrund zu stellen. Der gewählte Zeitpunkt ist politisch nicht unwichtig. Das Ende des Algerienkrieges lässt Frankreich auf der internationalen Bühne geschwächt zurück. Élysée und Matignon verfolgen deshalb diese Prestigehandlungen sehr genau, deren eines Ziel es ist, den Staat mit einem Amtssitz auszustatten, der dem diplomatischen Ehrgeiz des Generals de Gaulle entspricht. Diese Unterstützung von höchster Steller entwaffnet dennoch nicht die Kritiker. Diejenigen, die einen haushaltspolitischen Sparkurs verteidigen, sind beunruhigt darüber, wie die spärlichen fînanziellen Mittel der Direktion der Architektur sich auf einige wenige Bauwerke konzentrieren. Die Kunstgeschichtler protestieren gegen die Suche nach dem Spektakulären, die den Architekten vollig freie Hand dabei lässt, ihre Ideen des Schonen und Authentischen durchzusetzen. Um dieses Risiko abzuschwächen und die lokalen gewählten Politiker zufriedenzustellen, erweitert 1967 das zweite verabschiedete programmatische Gesetz das Spektrum der berücksichtigten Bauwerke und bezieht die örtlichen Gemeinden in die Finanzierung der Restaurierungen mit ein. Aber die Auswahl von etwa hundert vorrangigen Bauwerken erscheint in einem immer schwierigeren budgetären und sozialen Kontext weiter problematisch. Die sechste Planungskommission des bauwerklichen nationalen Erbes weist schlieBlich den Gedanken an ein drittes programmatisches Gesetz zurück. 1971 schliefit Jacques Duhamel die von André Malraux begonnene Ära ab, indem er sich zum Ziel setzt, das gesamte Erbe der vergangenen Jahrhunderte zu retten.

La commémoration du centième anniversaire de la naissance d'André Malraux
n'a fait qu'amplifier le vaste mouvement editorial qui avait suivi l'entrée au Panthéon
du ministre du général de Gaulle. Les portraits de l'écrivain et de l'homme politique
abondent, mais l'action du premier titulaire du portefeuille des Affaires culturelles
reste assez peu connue. Le domaine du patrimoine monumental est particulièrement
mal loti. Les historiens ne manquent jamais de citer la création des secteurs sauve
gardés et le ravalement des monuments de Paris. Mais ces références ne sont pas déve
loppées plus avant. Les deux lois de programme votées au cours des années soixante
n'échappent pas à la règle. Si elles sont clairement rapportées au bilan de 1ère
Malraux, personne ne se risque à en faire le bilan. Ces actions éminemment médiat
iques fournissent pourtant une clé de lecture idéale pour suivre les variations de la
politique du patrimoine au début de la Ve République.
Une mesure symbolique
L'annualité du budget ne facilite pas la tâche des services en charge du patr
imoine monumental. Les travaux de restauration durent souvent plusieurs années,
mais gagés sur des crédits d'équipement, ils ne sont pas à l'abri des économies déci
dées par le gouvernement1. La programmation des dépenses sur le long terme paraît
être le meilleur moyen de se prémunir contre ces aléas. Obéissant à la même logique
que la planification, les lois de programme sont des déclarations d'intention. Elles
ne lient pas le gouvernement. Les sommes prévues doivent être votées au fur et à
mesure. Mais ces dépenses, entérinées par les assemblées, ont une légitimité qu'il
est difficile de contester. Députés et sénateurs reviennent rarement sur ce genre de
décisions2.

aux à-coups de la politique financiére.
2. Dans son rapport à la commission des Finances de l'Assemblée nationale, le député de la Marne Jean
Taittinger explique que la loi de programme est « une manifestation d'intention du gouvernement,
solennellement enregistrée par le Parlement et le Journal officiel. Le ministère des Finances n'use de
cette procédure qu'avec précaution, pour ne pas grever inconsidérément les dépenses de l'État. Pour
qu'il accepte de contresigner un texte qui l'engage pour plusieurs années, il faut que celui-ci réponde
à une nécessité évidente. C'est bien le cas pour les monuments historiques. »
