Report  of One Day National Workshop to Accelerate HCFC Phase Out held on  Wednesday   16 th   September   2009   at   La   Plantation   Resort   &   Spa,   Balaclava.   1.0   Introduction   The   one   day   National   workshop   on   HCFCs   Accelerated   Phase   Out,   was   held   on   16   September   2009   on   the   occasion   of   the   International   Ozone   Day   at   La   lantPnatio   Resort   &   Spa,   Balaclava.    It   was   organized   by   the   Ministry   of   Environment   and   National   Development   Unit   and   funded   under   the   HCFC   Management   Plan   by   the   Multilateral   Fund   to   the   Montreal   Protocol   with   the   German   GTZ‐Proklima   as   the   implementing   agency.    The   workshop   was   attended   by   74   participants   from   the   different   sectors   namely   Ministries,   importers   and   end‐users   in   the   refrigeration/air‐tidioncgnoni   systems      namely   supermarkets,   hotels,   retailers.     The   main   objective   was   to   bring   all   stakeholders   together   on   one   platform   to   understand   the   rationale   behind   the   2007   adjustment   of   the   Montreal   Protocol   on   substances   that   deplete   the   ozone   Layer   to   accelerate   the   phasing   out   of   the   import   of   Hydrochlorofluorocarbons   (HCFCs)   by   2030   instead   of   2040   and   the   January   2013   freeze.        2.0   Opening   remarks    The   Ag   Director   Mr   P.Kallee   welcomed   the   invitees   to   the   auspicious   occasion   of   the   International   Ozone   Day   and   the   national   workshop   to   accelerate   HCFC   phase‐out.    He   highlighted   the   importance   that   the   international   community   has   given   to   protecting   the   ozone   layer   for   more   than   two   decades   to   save   life   on   the   planet.     The   Permanent   Secretary,   Mr   S.   Seebaluck   mentioned   that   this   workshop   was   the   first   workshop   to   kick ‐off   a   series   of   activities   to   accelerate   phase‐out   of   HCFCs.    He   informed   that   the   purpose   of   choosing   to   hold   the   workshop   on   the   International   Ozone   Day   was   to   give   a   stronger   impact   to   the   pntaoipolu   at   large   on   the   need   to   control   HCFCs   which   is   depleting   the   ozone   layer   and   contributing   to   green   house   effect.     He   pointed   out   that   the   Montreal   Protocol   is   the   only   Multilateral   Environmental   agreement   (MEAs)   which   has   received   universal   participation.    He   added   that   the   protocol   is   the   most   brilliant   vivid   example   of   an   agreement   in   terms   of   achieving   Sustainable   Development.    He   stated   that   the   agreement   is   not   only   about   controlling   Ozone   Depleting   Substances   (ODS)   but   it   has   been   protecting   life   on   earth   through   reducing   the   incidence   of   skin   cancer,   eye   cataracts   and   proper   tionfuncing   of   the   immunity   system   as   well   as   favouring   plant   and   animal   vitiyproduct   among   others.    In   his   statement,   he   also   stressed   that   by   eliminating   ODS,   the   Montreal   Protocol   has   already   reduced   12   times   more   green   house   gases   than   the   Kyoto   Protocol   would   do   during   its   commitment   period   by   2012.    He   conveyed   his   gratitude   to   all   stakeholders   for   having  

worked together to phase‐out CFCs in December 2005, five years ahead of target given  to   developing   countries   in   December   2009.   He   mentioned   that   the   same   phase‐out   process   would   start   again   through   the   development   of   an   HCFC   Management   Plan.    He   concluded   by   informing   that   he   was   looking   forward   to   receive   the   same   support   and   collaboration   of   stakeholders   in   devising   the   HCFC   Plan   and   the   eventual   accelerated   phasing   out.        The   Hon.   Minister   of   Environment   &   NDU,   Mr   Lormus   Bundhoo,   in   his   statement,   emphasized   on   the   importance   of   Ozone   Layer   to   Humanity   and   called   upon   the   population   and   the   participants   to   reflect   on   the   International   Ozone   Day   and   to   renew   individual   efforts   to   save   the   ozone   layer.    He   stated   that   the   ozone   layer   was   protecting   us   ylsuounoictn   for   generations   against   the   harmful   ultraviolet   rays   from   the   sun   and   was   allowing   the   ecosystems   to   provide   us   with   the   resources   we   needed   for   a   prosperous   living.    He   took   the   rtpoitunypo   to   thank   all   the   stakeholders   who   have   been   collaborating   with   the   Ministry   since   Mauritius   became   a   party   to   the   Vienna   convention   and   Montreal   Protocol.    He   then   added   that   the   least   effort   by   one   and   all   counted   a   lot   for   the   complete   recovery   of   the   layer.    He   said   that   his   expectation   in   the   endeavour   to   accelerate   HCFC   phasing   out   is   high   as   the   latter   refrigerant   is   also   contributing   to   Climate   Change.    He   finally   officially   opened   the   workshop   by   wishing   participants   an   interactive   and   fruitful   ontilusore.       3.0   Objective   of   the   Workshop   The   reos,inaprhC   Mr.   Y.   Pathel,   stated   that   the   19 th   Meeting   of   Parties   to   the   Montreal   Protocol   on   Substances   that   deplete   the   Ozone   layer   in   2007,   took   a   decision   to   accelerate   the   phasing   out   of   HCFC   as   from   2013   based   on   the   average   import   of   refrigerants   during   period   2009‐2010   for   developing   countries   and   to   prepare   an   HCFC   Management   Plan   .    He   stated   that   the   objective   of   the   workshop   was   to   discuss   on   the   strategies   for   the   proposed   HCFC   Management   Plan   to   attain   the   different   targets   regarding   the   adjustments   under   the   Montreal   Protocol.   He   gave   an   overview   of   the   Agenda   which   was   approved   without   amendment.   The   Agenda   and   List   of   participants   are   at   ANNEX   I   and   ANNEX   II   respectively.     4.0   Pesertatnions    The   different   resource   persons   gave   their   atneserpsnoit   as   given   at   ANNEX   III;   a   brief   on   the   statements   are   as   follows:‐
