Les enjeux du conflit sont pour Israël, comme pour les chrétiens du Liban, le droit à la survie, au milieu de 400 millions de musulmans, pour les Palestiniens, la reconnaissance du droit à l'existence étatique. Le conflit est devenu international, aucune des parties locales n'ayant la possibilité de faire prévaloir ses vues sans soutien extérieur. Les Etats Arabes, divisés, sans structures étatiques suffisantes se placent en tiers-mondistes, peu intéressés par les querelles des superpuissances et ont pendant longtemps faiblement soutenu les Palestiniens, amis trop doctrinaires qu'un terrorisme aveugle rendait compromettants. Pourchassés, malgré le soutien de l'URSS à l'OLP, les Palestiniens ont cherché à s'installer durablement au Liban, provoquant ainsi une terrible guerre civile et finalement un protectorat syrien de fait sur ce pays, laissant les Palestiniens plus encadrés que jamais. Et, cependant, la cause palestinienne a gagné du terrain ces dernières années et ceci pour trois raisons : le pétrole, l'instauration d'un régime progressiste à Téhéran et le déclin de l'influence américaine dans cette zone. Israël a fait la paix avec l'Egypte, a restitué peu à peu le Sinaï, mais maintient son principe de ne pas céder d'un pouce, sachant que toute remise en cause de son statu quo mettrait la planète au bord de la guerre générale. Les Arabes ont pour eux le temps, le nombre et l'espace. Dans ces conditions, sur quelles bases pourrait porter une négociation, alors que les chancelleries attendent d'un jour à l'autre l'explosion de la première bombe islamique fruit de la collaboration entre le Pakistan et la Libye.

The stakes of the conflict are for Israel as for the Christians of the Lebanon, the right to survive in the midst of 400 million Mohammedans; for the Palestinians, the right to exist as a State. The conflict has become international, for no local party has the possibility of obtaining acceptance of its views without outside help. The Arab States, divided and lacking state structure, consider themselves as defenders of underdeveloped countries, not very interested by the quarrels of the Great Powers. For a long time they supported half-heartedly their Palestinians friends, whose doctrine was too severe and whose blind terrorism had become compromising. In spite of the USSR's support to the PLO, the tracked-down Palestinians attempted to settle down in the Lebanon, thereby provoking a terrible civil war, and finally a Syrian created protectorate in this country left the Palestinians even more hemmed in than ever. The Palestinian cause, howe ver, has gained ground these last few years and this for three reasons: the petrol, the establishment of a progressist regime in Tehran and the decline of American influence in this zone. Israel has made peace with Egypt gradually giving up the Sinai, but maintains its principle of not yielding one inch, knowing that any doubts of its statu quo could bring the planet to the brink of a general war. As for the Arabs - they have the time, the population and the space. In these conditions, what could be the basis of negociation, while embassies expect from one day to the other the explosion of the first Islamic bomb, fruit of cooperation between Pakistan and Libya.
