À l'époque, l'utilisation de cette puissance contre l'Iran ou les Kurdes irakiens n'a pas mobilisé la communauté internationale, et l'essentiel de l'arsenal irakien s'est développé grâce à des entreprises étrangères, en particulier européennes. La situation change en 1991 avec la guerre du Golfe, à l'issue de laquelle les Nations unies demandent à Bagdad de faire la lumière sur ses programmes d'armes de destruction massive (ADM), l'UNSCOM commençant son travail d'inspection. Si le bilan de celle-ci n'est pas négligeable, de nombreuses questions sont restées sans réponse, notamment en matière chimique. Fin 2002, l'UNMOVIC reprend les inspections et obtient, en quelques mois, des résultats significatifs ; mais la guerre, lancée en mars, interrompt ses travaux, entravant une dynamique prometteuse, faite de pressions militaires et d'inspections sur le terrain.
