This book of proceedings is a compilation of papers and comments presented at
an international workshop held in Brussels in January 1992. The workshop was jointly
organized by the Department of Applied Economics of the University of Brussels
(DULBEA), which assumed the scientific responsibility, and the Directorate-General for
Science, Research and Development, MONITOR/SPEAR R&D Programme of the Com­
mission of the European Communities which financed it Workshop and proceedings are
part of a research program on the state-of-the-art of quantitative methods available for the
evaluation of the economic impact of R & D programs entrusted to the DULBEA by the
MONITOR/SPEAR program.
We are indebted to many people who helped make such a project feasible. First of
all, to Luigi Massimo, head of the MONITOR/SPEAR program who, through this project,
gave the opportunity to bring together a groups of practicians of economic quantitative
methods and some evaluators and policy-makers and to Clara de la Torre, who assumed
the operational supervision of the project. Special thanks are also due to the active
collaboration of chairmen who arbitrated the debate : Michel Catinat, Pierre Valette, Luke
Georghiou and Luigi Massimo. And, last but certainly not least, we are grateful to the
active participants who accepted to play the game.
It was a real challenge to prepare the workshop, to set it up and to write the pro­
ceedings in the short time of one year. That would not have been possible without the
