Preamble

ICES PGBWK REPORT 2008

This report was primarily developed by an ad‐hoc planning group (see Appendix I for  membership)   that   worked   by   web   conference   and   correspondence.   It   was   also   influenced   by   important   discussions   with   ACOM   members   during   the   week   of   21   September   at   the   ASC,   and   it   has   been   revised   to   reflect   decisions   made   by   ACOM,   in   particular   the   stocks   selected   for   benchmark.   The   ToRs   for   the   benchmark   groups   will   be   developed   based   on   the   AMAWGC   proposals   from   February   2008   and   taking   into   account   the   model   for   a   benchmark   that   was   developed   in   ad‐hoc   group.

Introduction The   term   benchmark   refers   to   a   stock   assessment   that   is   the   result   of   an   intense   process   to   decide   on   the   most   appropriate   scientifically   defensible   methodology   taking   account   of   biological   knowledge,   available   data,   and   management   needs.   A   Benchmark   Workshop   is   an   intense   process   for   evaluating   the   current   data   and   methodology   and   proposed   im‐ provements.   It   should   include   experts   from   outside   of   the   ICES   community   to   broaden   the   idea   pool   available   as   the   basis   of   for   a   benchmark   assessment   and   to   enhance   credi‐ bility.   The   goal   should   be   consensus   agreement.   Assessments   are   usually   updated   annually   using   the   same   methodology   as   the   bench‐ mark   assessment   with   the   additional   years   of   data   that   have   become   available   since   the   benchmark.   Update   assessments   should   not   be   conducted   indefinitely   as   situations   change.   Typically,   Benchmark   Workshops   should   be   conducted   every   few   (e.g.   35)   years   to   keep   pace   with   changing   situations.   ACOM   agreed   that   benchmark   assessment   methodologies   should   be   decided   in   work‐ shops   conducted   separately   from   sessions   of   expert   groups   that   conduct   assessments.   The   Terms   of   Reference   for   the   Planning   Group   on   Benchmark   Workshops   are:   1   )   Review   previous   planning   for   benchmark   assessments   workshops.   2   )   Consider   the   relationship   between   data   compilation   workshops   and   bench‐ mark   assessment   workshops.   3   )   Describe   how   stakeholders   should   be   engaged.   4   )   Describe   the   external   experts   should   be   involved.   5   )   Consider   an   approach   to   enhance   integration   and   ecosystem   considerations.   6   )   Consider   requirements   for   a   successful   workshop.   7   )   Describe   a   set   of   Benchmark   Workshops   including   a   time   table,   ICES   conven‐ ers,   and   external   participants.   The   Planning   Group   worked   by   web   conference   and   by   correspondence   between   14   Au‐ gust   and   26   September.   There   was   also   an   ad   hoc   meeting   of   ACOM   members   at   the   ASC   in   Halifax   on   25   September.   There   was   insufficient   time   for   the   Planning   Group   to   adopt   this   report   prior   to   action   by   ACOM.   Therefore,   this   is   a   report   of   the   Chair   (Michael   Sis‐ senwine)   rather   than   a   Working   Group   report.   However,   the   Chair   has   attempted,   in   good   faith,   to   represent   the   views   of   the   Working   Group.   A   list   of   members   of   the   Planning   Group   is   given   in   Appendix   I.   The   report   is   organized   according   to   the   terms   of   reference.   It   is   a   concise   summary   of   conclusions   rather   than   a   record   of   the   deliberations.

Review previous planning for benchmark assessments workshops

The Planning Group reviewed the 2008 report from AMAWGC which proposed six  benchmark   workshops;   two   in   2008   and   four   in   2009.   AMAWGC   proposed:   •   Holding   Data   Compilation   Workshops   (DCWS)   immediately   before   bench‐ mark   workshops.   It   proposed   one   day   for   the   data   compilation   portion   of   the   Workshop.   •   That   RACs   organize   focus   groups   in   advance   of   DCWS   to   organize   datasets   that   are   proposed   as   input   to   assessments   so   that   the   datasets   can   be   evaluated   during   Workshops.     •That   the   results   of   Benchmark   Assessment   Workshops   be   subjected   to   external   peer   review.   •   That   Benchmark   Assessment   Workshops   should   also   be   used   as   a   vehicle   for   better   integrating   ecosystem   information   into   assessments   and   fisheries   advice.   •   A   proposal   for   stocks   to   be   benchmarked   in   2009   (AMAWGC   2008).   •   Drafted   guidelines   for   conducting   Data   Compilation   Workshops   and   Bench‐ mark   Workshops   (See   Appendix   III   and   IV).
