CALIFORNIAWASTEWATERCLIMATECHANGEGROUP1737NorthFirstStreet,Suite300,SanJose,California95112 CoreSteeringCommitteeJuly18,2008RandySchmidt,P.E.CentralContraCostaSanitarySubmittedviaelectronicmailto:policy@climateregistry.orgDistrictFrom:TheCaliforniaWastewaterClimateChangeGroupDanielMcGivneyEasternMunicipalWaterSubject:LocalGovernmentOperationsProtocolDistrictHelenHu,P.E.Asrequested,theCaliforniaWastewaterClimateChangeGroup(CWCCG)hasSacramentoRegionalCountycompletedthereviewoftheDraftLocalGovernmentOperations(LGO)SanitationDistrictProtocol,Chapter10CentralizedWastewaterTreatmentFacilities.SteeringCommitteeTheCWCCGiscomposedofwastewateragenciesthroughoutCaliforniaandmemberagenciesoftheCWCCGtreatapproximately90%ofmunicipalCentralContraCostawastewaterinthestateofCalifornia.TheprimarypurposeoftheCWCCGistoSanitationDistrictrespondtoclimatechangeandforthcomingregulationsandtoprovideaunifiedCityofFresnovoicefortheCaliforniawastewaterindustry.CityofLosAngelesBureauofCWCCGfirstbeganlookingatthedevelopmentofabottomupwastewaterindustrySanitationspecificGHGreportingprotocolinMayof2007.InJanuary2008,CWCCGmembersmetCityofSanDiegowithCCARtodiscusshowbesttoworktogethertodevelopawastewaterprotocolthatMetropolitanWastewaterwasabottomupestimate,scientificallysound,andrigorouslyreviewedandacceptableDepartmentnotonlytoCCAR,buttoARBandEPAaswell.Sincethattime,CCARattherequestofARBhasundertakenanefforttodevelopaLGOProtocol,whichwouldincludecityEastBayMunicipalUtilitiesoperatedwastewaterfacilities.RecognizingthatCWCCG’splannedeffortstodevelopaDistrictrobustprotocolwouldnotbecompleteintimeforARB’sLGOProtocoldeadlineinEasternMunicipalWatersummer2008,CWCCGagreedtohelpCCARmeettherequirementoftheLGOprotocolDistrictbyprovidinga“PhaseI”protocol.The“PhaseI”protocolwastobebasedonatopdownapproachandexistingmethodologies.SinceJanuary2008,CWCCGhasspentsignificantInlandEmpireUtilitiesAgencytimeandeffortworkingwithCCARonthePhaseIprotocoltomeetARB’sdeadline.Atthesametime,CWCCG’soriginalfocusonamorerefinedandrobustbottomupLosAngelesCountyprotocolhasbeenputonhold.Atthistime,CWCCGfeelsthattheirefforts,expertise,SanitationDistrictsandassociatedcosthasresultedinlittletonoprogresstowardsamorerefinedwastewaterindustryGHGreportingprotocol.Therefore,CWCCGwouldliketofocusitsOrangeCountySanitationDistrictremainingfundsandanyfuturefundssolelyonthePhaseIIprotocoldevelopment.WearehopefulthatfutureeffortsandcoordinationwithCCARwillhelpCWCCGfocusonSacramentoRegionalCountyourendgoalanaccurateemissionsaccountingmethodforthewastewaterindustry.SanitationDistrictSanFranciscoPublicUtilitiesOurspecificcommentsrelatedtoChapter10oftheLGOProtocolareattached.CommissionTheCWCCGappreciatetheopportunitytoreviewandcommentontheDraftLocalGovernmentOperationsProtocol.SanJose/SantaClaraWaterPollutionControlPlant PleasecontactHelenHuat9168766098orHuH@SacSewer.comifyouhaveanyquestionsconcerningourcomments.
