The Making of the American Immigrant. CHASE. The concept of foreigner as non-national has rather short history being articulated roughly at the time of the French and American Revolutions. This study traces the development ofthat concept in the early United States, firstly as by-product of the uniquely American doctrines of allegiance and of treason, secondly as consequence of massive population movements in Western Europe between 1816 and 1819. Although these factors affected the demographic composition of cities on either side of the Atlantic only fleetingly they had lasting impact on the American concept of foreigner.
