This edition of the "European Communities Glossary (French­English)"
supersedes the sixth edition, published in December 1975, and the six cumula­
tive supplements to that edition. Since the previous edition was published
much new material has been added and the entire contents of the Glossary have
been reviewed and reorganized in the light of answers to a questionnaire sent
to all users.
The principal difference between the new edition and previous editions
is that entries are now arranged exclusively under (French) key words. Where
an entry contains more than one key word, it will be found under each of these
key words. For example, the expression "évolution à la baisse" will be found
under both "baisse" (page Β 1) and "évolution" (page E 52).
Where there is more than one entry under a given key word, these entries
are placed in an alphabetical order which takes no account of articles, pre­
positions, plurals, the conjunctions "et/ou", or verb endings. The following
examples will help to illustrate this principle :

This rule means that the groups of entries which previously occurred
with a preposition at the beginning have been split up, the individual en­
tries now appearing under the key words. For example, the expression "à cet
égard" now appears under "égard" instead of under "à".
This new edition of the Glossary no longer contains the titles of Work­
ing Parties operating under the auspices of the Council. Translators in the
Community institutions now have a separate multilingual list of the titles
of these bodies ("Groupes de travail et autres organes constitués au sein du
Conseil").
Information, including abbreviations'", in brackets after entries in the
English column indicates the context in which the expression in question has
been met. The use of the English equivalent may of course extend to other
contexts, not mentioned.
* The meaning of these abbreviations is indicated in the list following
this introduction. An abbreviation separated from an expression by a dash, in either the
French or the English column, is the recognized abbreviation for the expres­
sion itself.
An asterisk following an English expression in the body of the Glossary
indicates that this expression occurs in one of the authentic English trans­
lations published in the Official Journal of the European Communities, in the
Treaties establishing the European Communities, the Treaties amending these
Treaties, or in the Treaty of Accession (of Denmark, Ireland and the United
Kingdom). However, very many terms not followed by an asterisk have also ap­
peared in authentic published English texts.
While this Glossary does not claim to be a complete or systematic re­
cord of the English terminology employed by the European Community institu­
tions and is not an official publication of the Council, it has proved its
usefulness as a working tool through six editions. We hope that this seventh
edition will continue to meet a need among the staff of the European Communi­
ties, and others concerned with the Communities1 activities.

particular Mrs. J. Rajkovic, Mr. P. Burnett, Mr. G. Kerferd, Mr. M. Latham,
