carbon emissions tradingLegislation that would have required Virginia to join an interstate carbon dioxide emissions cap-and-trade program died in the Virginia General Assembly. The legislation (H.B. 2205, S.B. 1428) would have compelled the governor to join the Regional Greenhouse Gas Initiative, acarbon emissions tradingprogram involving Maryland and most Northeastern states. The bill also would have established a new revolving loan fund to finance sea-level rise adaptation investments in the Hampton Roads region. The area, home to the Navy's Sixth Fleet, the state's only deepwater port and 2.5 million people, faces land subsidence, sea level rise and increased flooding. In the Republican-dominated House, a subcommittee on Feb. 3 tabled H.B. 2205 on an unrecorded vote, effectively killing the bill sponsored by Del. Ronald A. Villanueva (R), who represents a portion of Hampton Roads. In the Republican Senate, the Agriculture, Conservation and Natural Resources Committee on Jan. 28 voted 8-7 on motion to stop action on the companion bill for the remainder of the session.
