SECOND-ORDER CONE PROGRAMMING METHODS FOR TOTAL VARIATION-BASED IMAGE RESTORATION DONALD GOLDFARB∗ AND WOTAO YIN† February 8, 2005 Abstract. In this paper we present optimization algorithms for image restoration based on the total variation (TV) minimization framework of L. Rudin, S. Osher and E. Fatemi (ROF). Our approach formulates TV minimization as a second-order cone program which is then solved by interior-point algorithms that are efficient both in practice (using nested dissection and domain decomposition) and in theory (i.

dial in or receive a call back. If you have already done so, please
disconnect your phone line. Select “Join Audio Broadcast” from
the Communicate Menu at the top of your WebEx screen.
 The Q&A chat session will follow today’s presentation. Audio will
be disconnected but we will remain online in the WebEx
classroom to answer your questions about today’s presentation!
 Copies of the slides will be under the EDI/ANSI 5010 link on the
Palmetto GBA Web Site.
Purpose
 To prepare and assist providers, vendors, clearinghouses and

5010.
 This training is the second of three sessions being offered to assist
with the ANSI Version 5010 implementation.
Agenda
 Expectations of contractors and trading partners
 Review of readiness checklist and timelines
 Description of contractor transition/migration plan
 Overview of reports
 Top error message
 Available support to trading partners
 Useful resources
 Q & A Chat Session
Expectations
 Palmetto GBA will offer the following to our trading partners:
 Outreach
 Send out timely 999 and 277CA transactions
 Review issues identified during testing (with each trading partner)
 Keep an updated list of Frequently Asked Questions (FAQs) or a
troubleshooting guide for common issues that have been identified
 Dedicated resources to provide technical support

Expectations (cont.)
 Palmetto GBA requests the following of our trading partners:
 Test with each MAC separately
 Compile a representative set of business-relevant test cases to use for
testing
 Address testing issues in a timely manner
 Keep lines of communication open with contractor
 Ensure all testing issues are resolved and approved for production
prior to October 1, 2011
 Review their 999 and 277CAs

ANSI 5010
 The Centers for Medicare and Medicaid Services (CMS) is
currently in implementation process to convert from Health
Insurance Portability and Accountability Act (HIPAA) Accredited
Standards Committee (ASC) X12 version 4010A1 to ASC X12
version 5010 and National Council for Prescription Drugs
Programs (NCPDP) version 5.1 to NCPDP version D.0.

ANSI 5010 (cont.)
 The Secretary adopted version 5010 to replace the current version
of the X12 standard that covered entities must use when
conducting electronic transactions including: claims, claim status,
payments for providers, eligibility, referrals, enrollment and
disenrollment, Coordinator of Benefits and premium payments.

 The Secretary of the Department of Health and Human Services
has adopted ASC X12 version 5010 and NCPDP version D.0 as
the next HIPAA standard for HIPAA covered transactions.
 The final rule was published on January 16, 2009

ANSI 5010 (cont.)
 The Secretary also adopted version D.0 to replace the current
version of the NCPDP standard covered entities must use for
pharmacy and supplier transactions including: claims, eligibility,
referral certification and authorization, and Coordinator of
Benefits.
 The current versions of the standards version 4010/4010A1 and
the NCPDP version 5.1 are widely recognized as lacking certain
functionality that the health care industry needs.
