It deals with the future shape of the Union's main policies, the EU financial perspectives for the years 2000-2006, and the enlargement of the Union. Regarding the latter, Agenda 2000 includes the Commission's Opinions on the membership applications by Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. Upon the request of the European Council during its meeting in Copenhagen in June 1993, these Opinions make an assessment of three sets of criteria for membership. They address : a) political issues, viz- the stability of democratic institutions, the rule of law, the respect of human rights and the protection of minorities; b) economic issues; and c) the ability to take on the obligations of membership (the acquis communautaire), including adherence to the aims of political, economic and monetary union.
