I use ref markers more than lat/longs when locating devices and incidents. On traffic signals, adding a north-south-east-west movement diagram with phase assignments On parking lots, including exits along with entrances.

On railroad crossings including crossing type, ie. gated or signalized. On CCTV remote control, adding Focus control. Newer model COHU cameras do not have wipers and sometimes need to have the focus adjusted to compensate for moisture on the lens. The concept has been developed with documented information only from the Dallas/Ft. Worth area. The concept and requirements may not be applicable to other stakeholders in the State. Goals and objectives are explained in the software requirements but not in the concept. Additional goals and objectives should be integration of existing systems and improved incident response. Many additional stakeholders need to be identified in order to complete the system. This includes traveling public, public safety agencies, media, and freight carriers. Explain context of LCS display settings.

Explain why only ESRI products are supported.
Some explanation of jpeg format for cctv snapshot is needed. Why are other formats not supported? Some additional information is needed for HAR message (WAV or AVI format). Is the sampling rate important or needed? A wide variety of base maps must be accommodated not just NCTCOG maps. Ramp gates are not described.

Reference COO Overview: Lacking management of C2C infrastructure. Who takes care of the infrastructure? 1. In most of the documentation, there is very little mentioned about managing the "C2C" function. In other words, I can manage Highways by looking at information about lane closures, incidents, etc. What about the C2C function itself? (In a number of Applications Layer Protocols, there are a number of configuration parameters. There are also a number of data elements about how many requests, packets, etc have taken place. These are invaluable to someone trying to diagnose problems.) Is there going to any support for this?Response to Deroche: Is there going to be a network management piece like HP Open View? GUIs that have been developed follow Human Factors standard? What information will other centers want? There is a multitude of information and how do the districts along with other stakeholders identify info that will need to be exchanged especially with regards to EM. Need air Temp on the ESS? What is going on and how many people to`` expect traveling to another district in an emergency. Locally is similar to a road closure situation, but in a large aspect need to notify other districsts Are there standards documents that these fields are coming from? May need to look at NFPA 1600. TxDOT has an EM plan that defines responsibilities with other agencies. Secondary responsibility to provide logistics coordination and information in time of an emergency.

ATIS will be upgraded in the upcoming years and need to consider what information will be available from the different systems that could be coordinated with ATIS. Will the systems be able to uniquely identify signal plans without the need for a document in front of them. – Yes. This will require a system that can access each intersection from a central location and it must be available 24/7. This will be a concern of smaller cities that may not have an external interface/staff/equipment to access their traffic signal systems. There may be huge discrepancies in the software that these systems use that may not allow this level of coordination. Operational plan will not always fit a situation. Need the ability to change individual signals to fine tune the response to a particular situation. These things are not a technological problem; it is more of a liability option when a signal is changed. Need other data beside what’s on C2C Functionality slide is needed. Who is paying for comm infrastructure?

It is dependent on how far apart the centers are. Closer districts require more granular data exchange. Centers that are separated by large distances will only require high level data. Need to add Lane Closure (already there). Size of events can impact various number of districts. UT football and events at Texas Motor speedway are examples Lane closures are important in suggesting evacuation routes.

Need to add hazardous conditions report to reduce data entry between the various districts. TxDOT is on hazardous conditions report review team. Highway conditions report is a highly manual operation. Reversible lanes is very important to corpus in evacuation. Shutting down a whole section of freeway. May need to call Lane Closure – Highway Conditions to better take snow, ice Reversible lanes are very important around the ballpark and is different from HOV Need to exchange data with Las Cruces center for their region. Port of entries have traffic counters and flow information that could be valuable. This could be very valuable in Pharr also and may fall into current conditions. Video is the most valuable.

Need some kind of notification to their operators (flashing light, etc…). May need to also have a text message to exchange message that was previously not considered. Need to be able to use C2C for unmanned operation of another center. Need LCS for that kind of thing. Need to coordinate with local agencies, police, sheriff’s office for remote center operation. Security is a concern and needs to be addressed with the web interface. Reference COO-2.6.1-Current Traffic Conditions List, Table 8, line items 9, 10 under Description: Is speed in MPH or kilometer per hr? If in MPH then density should be vehicles per mile.
