L'Union européenne a commis des péchés, ceux-ci pouvant être fatals, à commencer par le péché d'envie, lorsqu'elle oublie sa propre originalité qui est de créer une Union d'Etats et de peuples ou les citoyens participent aux décisions ; elle commet aussi le péché d'orgueil de penser pouvoir s'élargir indéfiniment, alors que l'arrivée de dix nouveaux Etats fragilise ses institutions et réduit la confiance ; par paresse ou pusillanimité, ses membres n'ont pas respecté le 4e des critères de Copenhague qui visait a conserver la capacité d'intégration, malgré l'élargissement ; enfin, l'Union pèche par avarice lorsque la solidarité entre Etats et au sein des sociétés disparaît. L'Europe a donc besoin de passer de la diplomatie à la démocratie, en ouvrant un débat sur la place de la Turquie et sur l'origine et l'utilisation des fonds communs. Il lui faut adopter la Constitution préparée par la Convention. Enfin, les Européens doivent prendre la mesure de ce qu'ils ont accompli et cesser d'opposer intérêt national et européen pour donner naissance à un nouvel esprit communautaire.
Conscience Revisited by Sylvie GOULARD The European Union has committed sins which could prove to be fatal It commits the sin of envy -when it overlooks the originality of its purpose which is to create supranational democracy Union of States and of peoples in which citizens partici pate in decision-making It commits the sin of pride to think it can keep on enlarg ing itself indefinitely and this at time when the arrival of ten new member-states has weakened its institutions as well as faith in the Union EU Member states either out of laziness or out of wariness have failed to respect the criteria which they had set for themselves at Copenhagen in 1993 and which consisted in preserving the capacity of the EU to integrate in spite of enlargement Finally the EU also commits the sin of miserliness when solidarity between states and within societies disappears The Union therefore needs to move from diplomacy to democracy It in particular needs to open debate concerning the place of Turkey and the origin and use of euro pean funds It must adopt the Constitution prepared by the Convention Finally Europeans need to take the measure of what they have accomplished together and must stop setting the national interest and the european interest up against each other in order to produce new spirit of community
