The 2005/06 figures are compared and the actual number of applications handled is shown as contextual information. Annex A shows the graph of Development Control performance for the past 3 years for comparison. SUMMARY
This report advises Members on the delivery of the Development Control and Building Standards
services for the financial year 2005/06, with comparative figures for previous years, with reference
to the Audit Commission and internal performance targets.
1.0
INTRODUCTION
1.1
Key performance indicator information is reported to this Committee every quarter and I
now have the out-turn figures for Development Control and Building Standards for the
financial year 2005/06.
The figures for the previous three financial years are reproduced
for comparison purposes.
2.0
DEVELOPMENT CONTROL
2.1
The undernoted tables summarise the results for Development Control in terms of
householder applications (proposals to alter or extend existing houses) and all other types
of planning application.
The 2005/06 figures are compared and the actual number of
applications handled is shown as contextual information.
Annex A shows the graph of

In 2005/06 the speed of handling planning applications has improved, particularly with
regard to non-householder development. This has probably been due to the effects of the
recent staffing changes designed to produce performance improvements.
2.3
Having said this, it is anticipated that the full effects of the staffing changes are yet to be
fully realised as a settling in period is always necessary.
3.0
BUILDING STANDARDS
3.1
As with planning applications, the number of warrant applications received in 2005-06 was
marginally down from the previous year. This is likely to explain why the number of
warrants decided is also marginally down.

The number of warrants determined remains close to the high level in 2004/05 but
pleasingly the proportion of warrants responded to within 15 days has increased to 49.34%.
The number of completion certificates issued has increased an impressive 8% over the
2004/05 figures although there has been some decline in the time taken to respond. There
remain staff shortages in one or two Area offices.
3.3
It is disappointing that the %age of completion certificates issued within 3 days has dipped
slightly. However, this continues to exceed the national target of 80%.
