Specifically, we are deeply concerned that requiring banks to show how an investment in a national or regional community development fund meets the geographic requirements of the CRA regulations would hurt the many rural areas, smaller cities and entire states that are underserved by large, sophisticated banks, and impede important activities perceived as risky, such as housing for the homeless and other vulnerable populations.
