merging countries in the world econo

my and vigorous innovation-

based co

mpetition. In this context, policies to adapt to the global knowledge-based

econo

my are high on the agenda. Ma

ny countries have a

mbitious policies to pro

mote

innovation, education and a favourable business environ

ment. These supply policies are

more frequent than those ai

ming at sti

mulating “innovative de

mand” or “ventureso

me

consu

mers”. In different countries, as well as at the EU level, debates on the “right”

policies to pro

mote innovation and adaptation to the global environ

ment are still lively. In

Europe, debates on the Lisbon strate

gy take place against this background.

me, new protectionist tendencies have e

merged in reaction to the

market inroads of so

me e

merging countries or to the new wave of

mergers and

acquisitions. In various countries, including so

me e

merging econo

mies, innovation policy

and industrial policy

measures ai

moting national cha

mpions. Technonationalis

m

may be back in Asia and Europe, even if R&D has beco

me

much

more internationalised

since the 1990s. In Europe and in the U.S., a nu

mber of analysts suggest on the contrary

that policies should ai

m

at co

mbining globalisation, innovation and a

mbitious social

models.

This conference presents recent work on these trends in order to contribute to the

policy debate. The focus is on European countries and on the potential contribution of

EU policies, but our European debates should fully take into account the global context.
