For discussion RSAC Paper 4/2008 on 12 November 2008 World Radiocommunication Conference 2007 Decisions Purpose This paper briefs Members on the major decisions of the World Radiocommunication Conference 2007 (“WRC-07”) of the International Telecommunication Union (“ITU”). Background 2. In August 2007, the Office of the Telecommunications Authority (“OFTA”) circulated an RSAC Paper 8/2007 “Hong Kong’s Positions on Agenda Items to be Discussed at the World Radiocommunication Conference 2007” inviting members’ views on the Hong Kong’s positions on 21 agenda items requiring decisions by WRC-07. These agenda items cover spectrum for future terrestrial mobile communication, compatibility issues between broadcasting satellites and terrestrial services in S-band, spectrum for meteorological applications, aeronautical mobile communication and scientific research etc. 3. OFTA attended the WRC-07, which took place from 22 October to 16 November 2007 in Geneva, Switzerland. This paper summarises the decisions at WRC-07 in relation to the agenda items. WRC-07 Decisions 4. The WRC-07 decisions on the 21 agenda items are given at Annex 1. These Decisions, among other things, shall enter into force on 1 January 2009 subject to the implementation conditions in their respective resolutions. The band 2.50-2.69 GHz (“the 2.5 GHz band”) was identified for International Mobile Telecommunications (“IMT”) at WRC-2000. The WRC-07 decision on agenda item 1.4 has further identified the band 2.30-2.40 GHz (“the 2.3 GHz band”) and band 790 – 806 MHz in Region 3, among other bands, for IMT including IMT-2000 and IMT-Advanced.  2.3 GHz band  6. Having consulted the RSAC at the 30th Meeting held in February 2006 and the public in May 2007, the Telecommunications Authority (“TA”) has decided in a statement1 broadband wireless access (the “BWA on Statement”) to allocate the 2.3 GHz band, as well as the 2.5 GHz band, to enable the provision of broadband wireless access services based on IMT standards in Hong Kong.  790-806MHz  7. Regarding the 790-806 MHz band, the IMT identification under the WRC-07 decision does not preclude the use of the band by any applications of the services to which they are allocated and does not establish priority in the Radio Regulations.  8. In the Spectrum Release Plan published by OFTA, 798-806 MHz had been identified for possible deployment of Digital Terrestrial Television (DTT), mobile TV in Hong Kong which is in line with the WRC-07 decision.  2055-2095 MHz  9. At present, the band 2055–2095 MHz is allocated for electronic news gathering and outside broadcast (“ENG/OB”) services on a temporary basis. The temporary allocation was based on the consideration that the band might be identified for IMT-2000 and IMT-Advanced when the band was opened up for ENG/OB applications in May 2007 (please see RSAC paper no. 4/2007 for details). According to the WRC-07 decision on agenda item 1.4, the band 2055-2095 MHz is not identified as a band for IMT. In the light of                                                  1 TA Statement of 2 December 2007 entitled “Provisioning Radio Spectrum for Broadband Wireless Access Services”

the decision, the 2055-2095 MHz band would continue to be allocated temporarily for ENG/OB applications.   % * +)  10. Agenda item 1.9 considers the sharing of the 2.5 GHz band between various space services and terrestrial services. According to the WRC-07 decision, the pdf limits of the space stations operating in this band will be reduced from -113 dBW/m2/MHz to -125 dBW/m2/MHz for 25-90o of angle arrival in order to protect the future development of the terrestrial services operating in the band, subject to a condition that the reduced pdf limits would not be applicable to the mobile satellite broadcasting networks which had been filed with ITU-R before this WRC-07 decision.  11. The mainland of China is planning to operate broadcasting satellite service (China Mobile Multimedia Broadcasting Service) in the 2635 – 2660 MHz band with its satellite footprint covering Hong Kong. This satellite broadcasting network was filed before WRC-07 and thus would not be subject to the reduced pdf limits requirement. In view of the potential interference between satellite broadcasting and terrestrial services, it may not be feasible to harness the 2635-2660 MHz band for other terrestrial services.  12. In addition, as explained in the BWA statement, this band is also a candidate band for mobile TV services in Hong Kong. In this connection, the TA will not allocate the 2635 – 2660 MHz band for the time being until a decision is made by the Government about the provision of mobile TV services in Hong Kong.

At present, the band 135.7 – 137.8 kHz is allocated as fixed, maritime mobile and radionavigation service on a primary basis in Region 3. According to WRC-07 decision on agenda item 1.15, the band will also be allocated for the amateur service on a secondary basis in Region 3. Amateur stations operating in this band shall have a maximum radiated power of 1 W and shall not cause harmful interference to stations of the radionavigation service. In Hong Kong, there is no radionavigation station in the 135.7 – 137.8 kHz band. However, frequencies ranging from 3 kHz to 195 kHz are allocated for licence-exempt

telecommunications apparatus. At present, apparatus using the frequencies is mostly the anti-theft security system.  14. OFTA supports the WRC-07 decision on allocation of 135.7 – 137.8 kHz band for the amateur service. In the light of the large-scale deployment of anti-theft security systems in Hong Kong and the possible co-channel interference to these systems, OFTA would take a cautious approach in the frequency allocation. To this end, OFTA will initially allow the amateur to operate in this band under experimental permits. OFTA will assess the impact on the licence-exempt telecommunications apparatus during a trial period and subsequently decide to allocate the band for the amateur service by amending the Kong Kong Table of Frequency Allocation.   ( - 15. OFTA has issued the Hong Kong Table of Frequency Allocations giving information on Region 3 allocation, Hong Kong allocation and band utilisation. The WRC 07 decisions will lead to revision to Region 3 allocation. Annex 2 gives a summary of revision of allocations in Region 3 including Hong Kong. To be in line with the timeframe for implementation of the WRC-07 decision, OFTA will update the Region 3 allocation accordingly and make public the revised Table in January 2009. OFTA will consult the RSAC in the future if the Hong Kong allocation and band plan are needed to be revised.         .  / 0 /(  

The candidate bands for the terrestrial component and satellite are as the following: 0 $3410-430 MHz, 450-470 MHz, 470-806/862 MHz, 2300-2400 MHz, 2700-2900 MHz, 3400-4200 MHz and 4400-4990 MHz - $31518-1525 MHz and 1668-1675 MHz  &! These identifications do not preclude the use of these bands by any application of the services to which it is allocated and do not establish priority in the Radio Regulations. Resolution 224 is revised and footnote 5.XXX is added for the band 450-470MHz. The band, or portions of the band 698-790MHz is identified for IMT by some administrations including China. Footnote 5.YYY is added.  Resolution 224 is revised for the above IMT identifications. These IMT identifications do not preclude the use of these bands by any application of the services to which they are allocated and do not establish priority in the Radio Regulations.  Resolution [COM4/13] is added to invite ITU-R to conduct sharing studies for Regions 1 and 3 in the band 790-862 MHz between the mobile service and other services in order to protect the services to which the frequency band is currently allocated and to invite ITU-R to report the results of the studies for consideration by WRC-11.  3400-3600MHz  4 The band 3400-3600 is allocated to mobile service on a primary basis subject to agreement obtained under No. 9.21 with other administrations and is identified for IMT in some administrations. Footnote 5.AAA is added.   The band 3400-3500 MHz is allocated to mobile service on a primary basis in some administrations subject to agreement obtained under No. 9.21. Footnote 5.ZZZ is added. No identification for IMT in this band was made in Region 2.  ' The band 3400-3500 MHz is allocated to mobile service on a primary basis by some administrations including China subject to agreement obtained under No. 9.21 with other administrations and is identified for IMT. Footnotes 5.BBB and 5.AAA1 are added. The band 3500-3600 is identified for IMT by some administrations including China. Footnote 5.CCC is added.  The identification of the band 3400-3600MHz in Region 1 and Region 3 for IMT does not preclude the use of this band by any application of the services to which it is allocated and does not establish priority in the Radio Regulations. A limit of power flux density (pfd) produced by a station of mobile service at the border of any administrations’ territories is imposed. Provisions Nos. 9.17 and 9.18 apply in order to protect the fixed satellite service. Stations of the mobile service in the band 3 400-3 500 MHz shall not claim more protection from space stations than that provided in Table 21-4 of the Radio Regulations (2004 edition).  3600-4200MHz WRC-07 has decided to keep the band 3600-4200MHz unchanged.  - $  WRC-07 has amended Resolution 225 which resolves that the bands 1518-1525 MHz and 1668-1675 MHz may be used by administrations wishing to implement the satellite component of IMT. This identification of these frequency bands for the satellite component of IMT does not preclude the use of these bands by any applications of the

services to which they are allocated and does not establish priority in the Radio Regulations.
