This paper is a summary of the findings of the German fieldwork of a research funded by
the programme „Improving the Human Research Potential and the Socio-Economic
Knowledge Base“ of DG Research of the European Commission. The main objective of this
research, which was carried out by a research consortium of partners in five EU countries
co-ordinated by ORESEU in France was to study job creation, the characteristics of
employment and innovative approaches and experience in relational services (IRS)
consumed by private individuals, such as childcare, elder care, educational leisure and
social mediation in France, Germany, Italy, Spain and the United Kingdom. The research
project run from 2003 to 2006 and will be completed by a series of international and
national workshops and conferences.

Summary of results of the German Report

Introduction

This paper is a summary of the findings of the German fieldwork of a research funded by the programme „Improving the Human Research Potential and the Socio-Economic Knowledge Base“ of DG Research of the European Commission. The main objective of this research, which was carried out by a research consortium of partners in five EU countries co-ordinated by ORESEU in France was to study job creation, the characteristics of employment and innovative approaches and experience in relational services (IRS) consumed by private individuals, such as childcare, elder care, educational leisure and social mediation in France, Germany, Italy, Spain and the United Kingdom. The research project run from 2003 to 2006 and will be completed by a series of international and national workshops and conferences.

German project work

In Germany the study has focussed on childcare and care for the elderly and consisted of a literature review (2003), a background report (2004) and altogether 16 case studies carried out mostly in 2005 in the two regions North-Rhine-Westphalia and the Hamburg city region.

Project work in Germany was co-ordinated by Wilke, Maack and Partner in Hamburg and carried out in co-operation with pcg Project Consult in Essen which was mainly responsible for carrying out the field work in the care for the elderly sector. The sample of case studies consists of 8 organisations in childcare (5 in Hamburg and 3 in North-Rhine Westphalia) and 8 organisations in the eldercare sector (2 in Hamburg and 7 in North-Rhine Westphalia). Different types of organisations have been studied in the context of our fieldwork reflecting the world of childcare and care for the elderly in Germany:  Large and medium sized childcare provider organisations run by voluntary private institutions, foundations or public authorities  Local networks and initiatives established in order to improve childcare provision – often in the context of urban regeneration and support for families either run by local authorities or networks of local actors  Non-profit providers of eldercare services and/or other services in the eldercare sector (e.g. training and qualification) organised by private/voluntary and providers run by the church  Political initiatives focussing on improving and extending services and quality in the care for the elderly sector  Private for-profit-organisations in the field of care for the elderly
