Again, open space gets an undeserved low rating.





We need Alternative 2+, Alt 2 with more ribbon parks and class 1 trails. All residents, businesses, and facilities within 300 yards of class 1 trail and park land. Add more housing and other development. It’s a winwin solution. Still preserve hills as open space. Locally and regionally optimal. To benchmark how realistic your community impact assessment is, have you done any similar assessments of existing communities? For Alternative 7 why not include the same points of entry from Concord Blvd as other Alternatives? There should be multiple entry points. So 7 was marked down because it didn’t offer sufficient variety? I think there are diverse opportunities in open spaces. Is development given a higher grade because it is like the existing city?

How does community integration analysis address the goal for the project to be worldclass and forwardlooking for the next 100 years? Unclear why open space alternatives get bad ratings.

Linkage (roads, trails, walkways) is a design detail that is independent of the broad layout concepts reflected in the 7 alternatives. It seems the same links could be provided under any alternative. Therefore, linkage design should be done independent of alternative selection. Concord should have 10 acres/1,000 people! Other cities do better.











Concord has an opportunity to do something real special and great. Like a smaller version of Golden Gate Park. Let’s make it happen. Provide for wildlife habitat. I agree potential use conflicts should be revisited. There is community value in having worldclass sports facilities.

On plan 3 a university campus at Bailey Rd. is not an improvement over the present campus – both lack transport access.

Why does Alternative 7 have the lowest Parks and Recreation when it has the greatest open space? Should not acreage open space be considered as part of Park and Recreation calculation? “Passive recreation” seems to be rated at a lower value. Why is that justified? The weighting of community serving uses is equal weighting assuming equal priority – if community would like to weight 5 serving uses differently then the “better”, “neutral”, “worse” ratings would not apply. These ratings seem to build in too many assumptions. Would like the factors separated out. Plan 3 is good, but would be better with the large campus closer to BART.

#3 has been negatively impacted by the location (only) of the campus. If we could take #5’s plan and put the campus closer to BART, it would really help in financial, transportation, greenness, etc! Cookie Community facilities are proposed for the Regional Parks. Park service, environmental education, visitor centers – where are these? Housing, industrial, and commercial facilities will increase the transportation problem dramatically – HW4 and local routes are already overloaded. Less development is better (Alternatives #6 or #7). Rather then a continuation of existing Concord I would prefer to have an area that draws people to it by providing things that are missing now that people want. No more golf courses! No tournament facilities! No more housing! More open space w/trails, trees, and provisions for habitat (wildlife). Please allow people to be pedestrians – sadly lacking in our current city.

With the major budget cuts placed by the State of California, perhaps a communal auditorium could be built to accommodate theatrical and musical programs on the MDUSD whose art programs are being cut. An auditorium could be self sustaining by charging for tickets to see shows put on by the schools. Danielle Bárcena (925) 4978253 Concord’s high schools are currently over crowded where will the new residents go to high school?

Should be assigned to residents. 2) Studios (Dorm style) for couples apartments and houses for families length of stay and cost. Determined on financial ability of situation of tenants. Residents should be responsible for providing labor required to operate and maintain facilities. Overseen and operated by permanent City employees. Resident should be required to attend training

Why do you count the high number of units so high in the category of housing variety? It appears skewed toward high population. Which alternatives best meet unmet housing needs for current (plus future) Concord area workers in each income level? In each alternative, what is ratio high income housing/ to low? How does it match other Concord?

Affordability of affordable housing for service workers, st teachers, 1 time workers.

Re: housing desire for …? 1. Senior housing (over 55) downsizing. 2. Senior care facilities all varieties. 3. Affordable a) first time home buyer b) working class. Housing for all ages – age in place for design for new housing. Will it be included in planning design?

Issues needing attention 1) Homeless (individuals) 2) Homeless (couples and families going through hardships e.g. disaster, accidents, or illness. More development will induce higher impacts to our climate – more housings and facilities will definitely increase CO2 release which will make the warming condition worse. Wouldn’t an over development of low income/high density housing negatively impact north Concord and all of Concord in general? Why is total number of housing units factored in the “housing variety” category? The category title suggests that the level of mixture should be the only factor. Low income housing has play structures for kids but never a canopy for shade over it.

How will night lighting of recreational areas affect open space and residential areas? I would like to see the stars from my back yard and out in the open. Alternative 2 can include as many recreation facilities and community parks as any other alternatives. It is the only one that promotes ribbon parks (though not enough) and should be rated superior to all other alternatives in parkland criterion.

All parkland photos on boards showed green grass. Be explicit about distinction between irrigated and dry land open space. Many people evaluating the alternatives are probably thinking all open space will be green grass.

You can’t fly a kite on a golf course. You can at a soccer field and baseball field.

Parks are important to create communal bonds, and open space is important to give our city character. Please strike a good balance. Consider carfree areas. Providing parking for access to bike trails. Walk in only!
