One of the main achievements of the EUROTECNET Programme can be found in its
innovative network of projects. The aim of the T e was:
To Promote Innovation in the fields of basic and also continuing vocational training with
a view to taking account of the current and future technological changes and their
impact on employment, work and necessary qualifications and skills.
The projects were selected on the basis of their innovative features and as such, the main
results of the Programme can be found in the description of these features and their impact in
the fields of vocational training and employment. These features are described in the
Compendium of Innovation published contemporaneously to this document.
In addition, most of the projects produced tangible innovative products and documents which
can be transferred. The aim of this Directory is to provide a description of these products as
well as information on how they can be transferred to potential users. The items described are:

□ The potential uses of the product (s);
G The contact address to obtain the product(s);
□ The date of availability;
□ The languages in which the product(s) are available.
This Directory is complementary to the Compendium of Projects published in 1993 which
provided a description of projects while many were still at an early stage in their development.
It should also be read in conjunction with the Compendium of Innovation which provides
details of the results of the various innovative approaches undertaken by the projects.

TO THE PROGRAMME
OBJECTIVES
The revolutionary changes, brought about by new technology in recent years, have a profound
effect on how businesses in the industrial and services sectors are run. Vocational training
systems at national levels have faced enormous pressures in responding to these changes. Not
only are the knowledge and competencies to deal with technology becoming more complex,
but so also is the way in which work in organised.
The EUROTECNET Programme was designed to provide answers to these needs: it was
aimed at addressing the global issue of technological change and its impact on employment
structures, work organisation, skills and the new competencies required. It was a Community
Action Programme focused on vocational training so as to ensure that technological advances
in Europe could be fully exploited. The goal of the EUROTECNET Programme, as defined in
the Council Decision of 18 December 1989 (O.J. L.393/89 of 30/12/89), was to:
Promote innovation in the fields of basic and also continuing vocational training with a
view to taking account of the current and future technological changes and their impact
on employment, work and necessary qualifications and skills.
•A JOINT ENTERPRISE
The EUROTECNET Programme consisted of two complementary measures, one the
responsibility of the Member States and the other the responsibility of the Commission. The
role of the Member States in the Programme was to initiate and implement a series of
innovative projects which were designed to develop and improve their vocational training
policies and schemes. The Commission in turn supported these projects by providing a linking
mechanism, a European Network, through which they could exchange and transfer expertise
and knowledge.
The basic funding of the participating projects was undertaken within the Member States.
Community support measures covered the whole of the network and were funded within the
EUROTECNET Programme itself. Organisational Structures
The Commission of the European Communities, through the DG XXII - Education,
Training and Youth, had responsibility for the overall management of the Programme. In
undertaking this task the Commission was advised by a Committee, called the "Single
Advisory Committee for EUROTECNET and FORCE". This Committee comprised
representatives of the Member States and the Social Partners.
Operational Structures
For the purpose of ensuring the effective implementation of the Programme in the Member
States, the Commission cooperated with the Member State authorities in supporting "National
Animation and Dissemination Units ". These Units worked closely with the Commission and
the Member State authorities in implementing the aims of EUROTECNET, in particular with
regard to the development of training policies and systems. The Units received funding from
both Member States and the Community. The Commission received technical support in the
implementation of EUROTECNET through the "EUROTECNET Technical Assistance
Office".
THE NETWORK OF PROJECTS
The network of projects was at the very heart of the programme. These training projects were
linked to the vocational training schemes in the Member States. Many of theses were
located in specialisedg centres or in enterprises. Other projects had more of a
developmental than a direct training focus, dealing with issues of curriculum development,
design of courseware and action-research on future training needs. In many cases, national
research bodies had links with the projects.
Project proposals were submitted to the Commission through the governmental members of
the Single Advisory Committee for EUROTECNET and FORCE.
The important feature of all of these projects, in the context of EUROTECNET, was
their multiplier and transfer potential to make an impact on the improvement and
development of soundly based training systems and policies, to deal with technological
change.
