TheThe projects undertaken byby thethe Commission ofof thethe European Communities toto
improve safety, hygiene and health on board fishing vessels often encounter
terminological difficulties. Maritime glossaries and dictionaries provide only a very
approximate translation of the highly specialized fishing vocabulary and are
restricted to a few of the nine Community languages. The preparation of a
proposalproposal forfor aa Council Directive concerning minimum requirements forfor safety andand
healthhealth atat workwork onon boardboard fishing vesselsvessels providedprovided aa furtherfurther illustrationillustration ofof thisthis
phenomenon. It thus became clear that the compilation of a glossary in the
various Community languages was an essential requirement for promoting proper
understanding during Council discussions on the proposed Directive and,
following adoption of the Directive, for ensuring successful transposition of its
provisionsprovisions intointo thethe nationalnational lawslaws ofof thethe MemberMember States.States.
In policy terms, this project, which follows on from an initial glossary on fishing
gear, derives partly from the Council Resolution of 21 December 1 987 on safety,
hygiene and health at work and the Commission communication on its
programme concerning safety, hygiene and health at work (Official Journal C 28
ofof 33 February 11 988)988) andand partlypartly fromfrom thethe CommissionCommission concerningconcerning
itsits action programme relating to the implementation of the Community Charter of
Fundamental Social Rights for Workers (COM(89) 568 final).
In more general terms, these glossaries enhance the wide range of instructional
tools prepared by the Commission with the aim of broadening horizons in respect
ofof workwork andand enterprise throughout thethe post-1992post-1992 EuropeanEuropean Community,Community, taking fullfull
accountaccount ofof territory,territory, languagelanguage andand traditions.

pesqueros tropiezan a menudo con dificultades de orden terminológico. Los
glosarios o diccionarios de marina sólo proporcionan una traducción muy vaga
del vocabulario de la pesca, que es muy específico; además, se limitan a algunas
de nuestras nueve lenguas comunitarias. Este fenómeno se ha vuelto
aa manifestar concon ocasiónocasión dede lala preparación dede unauna propuesta dede directivadirectiva deldel
Consejo relativa a las disposiciones mínimas de seguridad y salud en el trabajo
a bordo de los buques pesqueros. Por esta razón, se ha considerado que la
realización de un glosario en las diferentes lenguas comunitarias es condición
indispensable para una buena comprensión durante las discusiones del Consejo
sobresobre lala propuestapropuesta dede directiva yy parapara unauna correcta incorporación dede sussus
disposicionesdisposiciones aa laslas legislacioneslegislaciones nacionales dede loslos Estados miembros, cuando
ya haya sido adoptada.
La justificación política de este proyecto, que es continuación de un primer
glosario sobre las artes de pesca, se halla, por un lado, en la resolución del
Consejo de 21 .12.1987 relativa a la seguridad, la higiene y la salud en el lugar de
trabajo,trabajo, asíasí como enen lala comunicación dede lala Comisión sobresobre susu programa enen elel
ámbito de la seguridad, la higiene y la salud en el lugar de trabajo (Diario Oficial
C 28 de 3.2. 1988), y, por otro lado, en la comunicación de la Comisión sobre su
programa de acción relativo a la aplicación de la Carta comunitaria de los
derechos sociales fundamentales de los trabajadores [COM (89) 568 final].
EnEn unun planoplano másmás general,general, estosestos glosarios sese inscribeninscriben enen elel amplio espectroespectro
de instrumentos pedagógicos elaborados por la Comisión con vistas a ampliar
la visión del trabajo y de la empresa, sea cual sea el lugar, la lengua
y las tradiciones, en la Comunidad Europea posterior a 1 992.

DeDe foranstaltninger, somsom Kommissionen forfor DeDe EuropæiskeEuropæiske FællesskaberFællesskaber harhar
iværksat med henblik på at forbedre arbejdsmiljøet om bord på fiskeskibe, støder
ofte på vanskeligheder af terminologisk karakter. Søfartsglossarer og -ordbøger
giver kun en tilnærmet oversættelse af det meget specifikke ordforråd, der findes
inden for fiskeriet, hvortil kommer, at de ikke dækker alle vore ni
fællesskabssprog. DetteDette harhar endnuendnu enen ganggang vistvist sigsig ii forbindelse medmed
udarbejdelsenudarbejdelsen afaf etet forslagforslag tiltil RådetsRådets direktivdirektiv omom minimumsforskrifter forfor
arbejdsmiljøet om bord på fiskeskibe. Vi har derfor fundet det absolut nødvendigt
at udarbejde et glossar på de forskellige fællesskabssprog for at sikre en korrekt
forståelse af de enkelte dele i direktivforslaget under drøftelserne i Rådet og for at
gøre det muligt, at bestemmelserne efter vedtagelsen af direktivet kan omskrives
korrektkorrekt ii medlemsstaternes nationalenationale lovgivninger.
Dette projekt følger efter et allerede udgivet glossar om fiskeredskaber og har sin
politiske baggrund dels i Rådets resolution af 21 .12.1987 om sikkerhed, hygiejne
og sundhed på arbejdspladsen samt i meddelelse fra Kommissionen om dens
program for sikkerhed, hygiejne og sundhed på arbejdspladsen (EFT C 28 af
