Depuis des dHғcennies, l'Europe promeut une solution juste au conflit israHғlo-palestinien sous la forme d'une solutionDҒdeux(ғtats, conformHғment au droit international et aux rHғsolutions pertinentes du Conseil de sHғcuritHғdes Nations unies. Malheureusement, le plan du prHғsident Trump s'Hғcarte des paramHҒtres et des principes convenus au niveau international. Il favorise un contrRࡂle israHғlien permanent sur un territoire palestinien fragmentHғ, laissant les Palestiniens sans souverainetHғ et donnant feu vertDҒIsraHࡇl pour annexer unilatHғralement des parties importantes de la Cisjordanie. Suivant la voie du plan Trump, la coalition israHғlienne rHғcemment composHғe stipule que le gouvernement peut aller de l'avant avec l'annexion dHҒs le 1er juillet 2020.

Nous sommes profondément préoccupés par le précédent que cela créerait pour les relations internationales en général. Depuis des deғcennies, l'Europe promeut une solution juste au conflit israeғlo-palestinien sous la forme d'une solutionaҒdeuxEғtats, conformeғment au droit international et aux reғsolutions pertinentes du Conseil de seғcuriteғdes Nations unies. Malheureusement, le plan du preғsident Trump s'eғcarte des parameҒtres et des principes convenus au niveau international. Il favorise un contrôle israeғlien permanent sur un territoire palestinien fragmenteғ, laissant les Palestiniens sans souveraineteғet donnant feu vertaҒIsraël pour annexer unilateғralement des parties importantes de la Cisjordanie. Suivant la voie du plan Trump, la coalition israeғlienne reғcemment composeғe stipule que le gouvernement peut aller de l'avant avec l'annexion deҒs le 1er juillet 2020. Cette deғcision sera fatale aux perspectives de paix israeғlo-palestinienne et remettra en question les normes les plus fondamentales qui guident les relations internationales, y compris la Charte des Nations unies. Nous sommes profondeғment preғoccupeғs par l'impact de l'annexion sur la vie des Israeғliens et des Palestiniens ainsi que par son potentiel deғstabilisateur dans la reғgion aux portes de notre continent. Ces preғoccupations ne sont pas moins gravesaҒun moment ouҒle monde est aux prises avec la pandeғmie de COVID-19, la plus grave urgence collectiveaҒlaquelle nous ayonseғteғconfronteғs depuis des deғcennies. En reconnaissance de l'engagementaҒlong terme de l'Europe en faveur d'une reғsolution pacifique du conflit israeғlo-palestinien, nous demandons aux dirigeants europeғens d'agir avec deғtermination pour relever ce deғfi. L'Europe doit prendre l'initiative de reғunir les acteurs internationaux pour preғvenir l'annexion et pour preғserver les perspectives de la solutionaҒdeuxEғtats et d'une juste reғsolution du conflit. Les repreғsentants europeғens, dont le haut repreғsentant de l'Union europeғenne Josep Borrell, ont deғclareғque l’annexion “ne saurait se faire sans susciter de reғactions. Nous soutenons pleinement cette affirmation : l'acquisition de territoire par la force n'a pas sa place en 2020 et devrait avoir des conseғquences proportionnelles. L'absence de reғponse adeғquate encouragerait d'autresEғtats ayant des revendications territorialesaҒne pas respecter les principes fondamentaux du droit international. L'ordre mondial fondeғsur des reҒgles est essentiel pour la stabiliteғet la seғcuriteғaҒlong terme de l'Europe. Nous avons un inteғrêt profondaҒle proteғger et en portons la responsabiliteғ. Une solution durable au conflit doit reғpondre aux aspirations leғgitimes et aux besoins de seғcuriteғdes Palestiniens et des Israeғliens et garantir leureғgaliteғde droits. L'Europe dispose des outils diplomatiques neғcessaires pour promouvoir cela et nous sommes prêtsaҒsoutenir ces efforts.
