Violence Against the Person1.1 Violence against the person
The Home Office banding ‘Violence against the person’ (VAP) was used. This banding
includes some 50 offences.
1.1.1 Volume and trends
Table 17 gives the overall numbers of VAP offences in Broadland for 4 years, and the
percentage change year-on-year. The split between VAP in a residential domestic context
and other contexts is also given.

VAP offences have increased significantly in each of the 4 years. Only a part of the
dramatic increase in 2002-3 is attributable to NCRS. Overall, between the time of the last
audit (2000-1) and the current audit (2003-4), there has been an overall increase in
violence against the person of 126.3%.
1.1.2 Comparative incidence
Fig. 20 shows the comparative incidence (rate) of VAP per 1000 population.

In spite of the dramatic increases in Broadland, the rate for VAP is still below county,
regional, national, CDRP Family 9 and most-similar CDRP family rates.
For incidence of violent crime (which includes the Home Office bandings ‘robbery’ and
‘sexual offences’ as well as ‘violence against the person’) in the quarter January – March
th st th2004, Broadland CDRP ranked 5 (where 1 has the lowest crime rate and 15 the
highest) out of 15 in its family group of most-similar CDRPs. For incidence of ‘violence
against the person – more serious offence’, which relates to the offences of ‘more serious
thviolence’ detailed in Table 19 below, Broadland ranked 8 [Source: iQ].
1.1.3 Cost
The total value recorded by the police of all crimes of VAP in Broadland in 2003-4 is zero
[Source: NC1]. In 95% of the records, this field is left blank. In other cases, a value of zero
is recorded. The true costs of VAP to the individual and to society are not captured by
police records.
The total cost to society of VAP in Broadland in 2003-4 may be estimated using findings
and methodology from Home Office Research Study 217, as shown in Table 18. HORS
217 considers offences of common assault/ assault on a police officer separately from
other VAP offences. This distinction is replicated in the present study.

The true costs of VAP suggested by this analysis, £24.5m, are very substantially greater
than costs recorded by the police.
1.1.4 Breakdown by offence type
In order to offer more transparency as to the balance of different types of offence being
committed within the VAP banding, offences are here aggregated into 9 categories as
detailed on the Home Office website ‘Crime Statistics for England and Wales’ and in
‘Home Office Counting Rules for Recorded Crime, April 2004’. Findings for Broadland in
2003-4 are displayed in Table 19 and Fig. 21.

There were only 35 recorded crimes of more serious violence (4.3% by volume of the VAP
total) compared to 771 recorded crimes of other offences against the person (95.7%). The
most numerous category was ‘less serious wounding’, which included 330 crimes of ABH
and 291 of common assault and battery.
1.1.5 Ward analysis
Map 6 gives a quintile mapping of crimes of violence against the person by ward. There is
some variation across the borough, but even the most-affected wards in Broadland
experience substantially lower crime levels than are found elsewhere in Norfolk in the
centres of major cities and towns.

CDRP Analyst, Eastern, April 2005 7Three of the 20% most-affected wards by volume (Hellesdon West, Thorpe St Andrew
South and Cawston) are among the 20% most-affected wards by incidence. These 3
wards are thereby identified as priority areas for crime reduction interventions.
Only one of the priority wards, Thorpe St Andrew, is among the 20% of most deprived
wards in Broadland (using IMD 2000). Amongst all wards in Broadland, there is not a close
correlation between incidence of VAP and levels of deprivation.
The crime reduction matrix in Table 21 shows that the 3 wards where high volume and
high incidence of VAP coincided in 2003-4 accounted for 22.2% of the Broadland total.

More detailed analysis for VAP focuses on Hellesdon West ward. This ward accounted for
9.6% of VAP in Broadland in 2003-4.
