The future of post-war Germany, divided in violation of the Potsdam agreements of 1945, became the principal cause and the main issue of the East-West conflict in Europe. In the wake of the upheaval in the East, due above all to the perestroika launched by Mikhaïl Gorbatchev, Germany as one state enjoying full sovereignty was rapidly restored by the treaty signed by the participants of the « 2 + 4 » mecanism on 12 september 1990. The emergence of the united Germany constitutes the major element of the new political and military landscape of Europe, putting an end to the division into tow hostile camps.
Cause et enjeu principal du conflit Est-Ouest en Europe, le sort de Allemagne d'après-guerre, divisée en violation des accords de Potsdam de 1945, se trouve rapidement réglé, grâce essentiellement aux bouleversements provoqués à l'Est par la perestroïka de Mikhaïl Gorbatchev. Le traité du 12 septembre 1990, signé par les participants la conférence « 2 + 4 », rétablissant la pleine souveraineté de l'Allemagne constitue élément majeur du nouveau paysage politique et militaire en Europe en consacrant la fin de la division en deux camps antagonistes.
