Thé Major Powers and the Question of Nationalities in Central and Eastern Europe Before and During the First World War by Georges-Henri Soutou Nationalities in Central and Eastern Europe were never considered as being exactly the same as those of Western Europe During the nineteenth century and up until the Second World War it was clear for European leaders that the problem was much more complex Experience has shown that an outside regulation has always been necessary Admittedly this regulation took into account the concerns of the major powers but it also took into account true European idea European powers must give their opinion on the progressive birth of these nationalities all in difficult ethnic and religious context The right of peoples to self-determination has never been conceived of as absolute neither has it been denied but in its progressive application it must be surrounded with guarantees and controls provided by Europe ensuring from this the necessity in the event of dispute or crisis of an external European arbitration This must deal with frontier lines and the problem of
