CRITERION
Paragraph 1:
Circulation will be reported in two primary categories: “
Paid for by Individual Recipient
” and
Sponsored by Third Party or Free
”. Research indicates there is correlation between price paid
by an individual and readership habits. The behaviour of those who receive a newspaper free of
charge directly from the media owner has been found to be no different to those who receive it at
no cost to themselves via a purchase by a third party.
Carrier delivery copies and mail delivery copies have been combined as “Home Delivery” copies.
Single copy sales, hotel, electronic edition and other copies are reported separately.
Moved from paid circulation to “Sponsored by Third Party or Free” circulation were all:
Employee/Independent Carrier,
Newspapers in Education,
and copies paid for by a third party.
Intermittent subscriptions and frequency conversions are reported as paid circulation and detailed
in paragraph, 6, Additional Data.
