Background: The renewal of Montenegro‟s independence has led to modification of the UN presence in the country. One of the changes led to the necessity for the establishment of the UN Coordination Office in charge of providing strategic, coordination and logistical support to the United Nations Country Team (UNCT), comprised of the resident and non-resident UN agencies active in Montenegro. In general, globally the UN Coordination Office is headed by the UN Resident Coordinator who is supported in his/her work by the Coordination unit. The ultimate aim of the UN in Montenegro is to contribute to making a difference in the lives of all who make Montenegro their home. “Delivering as One” in Montenegro builds on the existing reform agenda set by UN Member States in 2006, which asked the UN development system to accelerate its efforts to increase coherence and effectiveness of its operations in the field. Following close consultations with the Government of Montenegro and the Regional Directors Team for Europe and CIS, the UN Country Team Montenegro decided to formulate an Integrated UN Programme (2010-2015) and create UN Country Fund to respond better to the key national development priorities, particularly in the area of human development/social inclusion, institutional reform and capacity development of central and local administrations as well as climate change and environment. The goal of the Integrated UN Programme in Montenegro is to enhance development results and impact by bringing together the comparative advantages of the UN system within a single strategic programme. The Programme builds on the areas of intervention of various resident and regionally-based programmes, funds and agencies of the UN system (UNDP, UNICEF, UNHCR, WHO, IOM, UNIDO, UNESCO, UNEP and FAO) already agreed between them and the Government of Montenegro. The Programme is aligned with and supports the overarching strategic goal of Government, to achieve close Euro-Atlantic integration and accession to the European Union. The response of the UN system will align and support the European integration and development goals of Montenegro while complementing the assistance provided by other multilateral and bilateral development partners. Through the Integrated UN Programme, in partnership with the Government and other development stakeholders in civil society and the private sector, the UN system will deliver focused and value-added results in development assistance as a harmonized organization with unity of purpose, coherence in management and efficiency in operations. As one important variable in the „Delivering as One‟ UN reform,in 2012 the UN System will move in to Joint UN Eco Premises that will be built in Podgorica as the first UN common premises in the world designed based on the ecological principles and self-sufficiency in terms of energy. The common premises will enable the UN Agencies in Montenegro (IOM, UNDP, UNHCR, UNICEF, WHO and UN consultants) to pursue their collaboration and activities under a single roof, and to more effectively coordinateits
programmatic activities in the country and assist the Government of Montenegro in achieving its national priorities regarding EU integration process as well as Millennium Development Goals. Joint Communications Team: Understanding and advocating for the process of Delivering as One is a key driver of the UN internal change management and implementation of the UN reform. The Joint Communications Team (JCT) was established in late 2007 to work on promoting a coherent image of the UN and keeping the public informed of key UN priority issues and activities. The JCT works on strengthening of the UN advocacy and joint UNCT communications, as well as of the profile of UN activities at the national and local level stimulating in that way the interest among various stakeholders, including Government officials, in the ownership and leadership of the UN reform. The Joint Communications Team is comprised of communications professionals and focal points from five UN agencies working in Montenegro. It has not reached its full potential yet, despite having achieved a respectable number of positive results since 2007. Among other issues, it will be of great importance to strengthen the internal communications within the JCT primarily because of the growing amount of joint commitments that the UN System in Montenegro will face in the period 2012-2016. In order to get the JCT to reach its full potential the following should be worked on: the feeling of ownership and sharing responsibilities, clarifyingteam‟s Terms of Responsibility (ToR) and its mandate, active engagement in developing a communications and advocacy strategy, embracing the DaO concept, establishing of an efficient model of information flow and exchanging inputs, stimulating self-initiative, etc.. II. Dutiesand Responsibilities:Objectives of the assignment:The purpose of this Call for Application is to identify and engage a communications expert in the context of Delivering as One who would conduct a 2 days training of the Joint Communications Team within the UN System in Montenegro (to cover the above described needs, including provision of expert guidance for drafting a framework for a coherent and synchronized communications strategy for the Delivering as One 2012-2014 period) and a half-day presentation for the broader UN family in Montenegro and its partners from the Government side, including Ministry of Foreign Affairs and European Integration (on the topic of understanding the “Delivering as OneUN: what it means and its potentials from the communications and advocacy point of view). Job content: In the above described context, the UN System in Montenegro will employ a short-term communications consultant who will 1)Prepare and conduct a two days training to assist the JCT of the UN System in Montenegro in two particular areas: a)team buildingtraining aimed atachieving JCT‟sgreater efficiency and its further strengthening in the context of DaO and upcoming joint activities and programmes, including re-design of the ToR. b)expert inputson how to design a coherent and synchronized communications strategy in line with the Integrated UN Programme and Delivering as One 2012-2014 process which should further promote and strengthen the position and image of the UN System in Montenegro. 2) Prepare and conduct half-day presentation with a goal to broaden the understanding of UN workers and their partners in Montenegroof the “Delivering as One UN” concept.
The expected results: In terms of the training for JCT Guidance list on how to design a communications strategy for Delivering as One 2012-2014 in Montenegro prepared; Developed mechanisms for increasing the functionality of the JCT, based on the inputs provided by its members; Guidance provided for improvement of internal information flow and exchange of inputs; Re-designed ToR for the JCT; Upgraded level of cooperation and coherence among individuals as the team In terms of presentation on the“Delivering as One UN”concept Broadenedunderstanding of UN workers and their partners in Montenegro of the “Delivering as One UN” conceptThe incumbent will also be obliged to create: A draft agenda for the two days training based on the above described, and submit it at the earliest possible stage; A final report that should compile results achieved in both training and presentation, individual assessment of JCT members, evaluations from the trainer and participants, recommendations for further steps/actions, as well as practical reference points. Timing and reporting:During 6 (six) days of engagement, in accordance with task responsibilities, the incumbent should make the necessary preparations, deliver a two-day training and a half-day presentation at the end of January 2012, and provide recommendations for the communications strategy and further steps/actions, as well as a final report. Time duration and travel: Six days of consultancy work, including one visit to Montenegro (arrival and departure times and the training venue will be determined as soon as possible). Accommodation and full board will be provided, as well as the transfer from and to the airport in Montenegro. III. Competencies:Demonstrates integrity by modeling the UN‟s values and ethical standards;Promotes the vision, mission and strategic goals of UN/UNDP; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Ability to lead strategic planning, results-based management and reporting; Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback; Consistently approaches work with energy and a positive, constructive attitude; Demonstrates good oral and written communication skills; Demonstrates ability to manage complexities and work under pressure, as well as conflict resolution skills.  
IV. Qualificationsand expertise:University degree, preferably in Public Relations, International Relations or Political Science; Minimum of 5 years international work experience in the field of strategic communications, advocacy and team building, including the experience of training communication professionals; Extensive knowledge of One UN work and functioning; Ability to: - Express clearly and concisely ideas and concepts in writing and orally; - Research, analyze, evaluate and synthesize information; - Conceptualize, plan and execute ideas; - Work well under pressure and manage conflicting priorities; Familiarity with the context of Montenegro accession aspirations; Excellent communication and inter-personal skills, particularly for building networks and partnerships; Experience working in a post conflict/transitional, non-English speaking multi-cultural work environment; Fluency in English; Working knowledge of PC-based word processing and e-mail technology.
