Ocean - 1 Invention and transfer of ocean power technologies, 1978 – 2003 This note is a technical annex to a general report on Invention and Transfer of Climate Change Mitigation Technologies on a Global Scale: A Study Drawing on Patent Data. The complete report can be downloaded at: The note describes the invention and transfer of ocean power technologies in the world between 1978 and 2003. These technologies include tide or wave power plants; mechanisms using ocean thermal energy conversion; and water wheels. The first section focuses on the number of inventions and gives descriptive statistics on the main inventor countries. Section 2 deals specifically with the international flows of technologies and investigates which countries are the main exporters and importers of ocean power technology. Key points • The number of annual inventions fell steadily in the 1980s, stabilising at approximately 100 inventions per year. In recent years there has been a marked increase, but to a level much lower than that experienced in the late 1970s. • During the 1998-2003 period, the main inventor countries were Japan, the USA, Germany and Korea with respectively 20%, 11%, 10% and 9% of the total inventions in the world. However, there has been some convergence amongst these countries and China has risen in importance in recent years.

The share of exported inventions is quite law, with only 10%15% of inventions patented in more than one country. Similarly, the average number of countries in which a given innovation is patented is relatively stable, although there has been some increase in recent years. In 2003, an invention is filed in 1.9 countries on average. Despite increased activity in recent years, emerging economies remain far behind developed economies in terms of both innovation and technology transfers.
