Seeking the commitment to innovation
3 Organisational changes and new attitudes, more than new technolo-5 gies, will be key to revitalising Europe’s railways. For both freight and passenger traffic, rail provides a more environmentally friendly alterna-tive to road and air travel. But while lorries and low-cost airlines make 9 the most of the single market, railways remain separated by national 13 borders. New technologies will help more than the current handful of trains run across frontiers without stopping (see our first feature), but without changes in the way railways are run, the technology risks being 14 more of an expense than an opportunity. 16 Healthcare costs are on the rise as we live longer and develop ever more sophisticated treatments. While pharmaceuticals grab much of the 18 limelight, medical devices also represent a huge sector of the health-care industry. But as our second feature shows, while new ideas and methods can help control healthcare costs, the single market needs to 19 provide manufacturers with greater opportunities to compete with their counterparts across the world. 20 In March, the European Council focused again on the Union’s economic situation, seeking to accelerate progress on fostering growth and jobs. In 21 the run-up to the meeting, leaders received strong messages from busi-ness, at the European Business Summit, and from the Aho group, whose 22 report warns that action must come now. Moreover, the Commission has reviewed each Member State’s National Reform Programme, which 23 sets out each country’s efforts to revive their economy. 24
