Summary:
h
e increasing cost of experimental facilities in many research i
elds is pow-
ering a concentration of such facilities in a few selected places, sometimes driven also
by environmental conditions.
h
e clear, steady skies without light pollution necessary to Astronomical Observatories
are generally not easily found. In the Southern hemisphere the best observing facility for
optical and infrared astronomy is widely acknowledged to be ESO.
At the same time the ever increasing data volumes as detectors get bigger and more
complex, raises a number of problems for the builders, the operators and the users as
well.
h
e remoteness of the facilities makes the travelling from European home institutions
dii
cult and expensive.
Information Technologies can of
er a solution to these problems, provided the necessary
infrastructure and tools are put in place.
Objectives:
h
e strategic objective of EVALSO is to make possible a strict integration in
the ever growing instrumental grid emerging worldwide of the world-class facilities cre-
ated in Chile by the European Astronomical Community. h
ese represent an investment
of many hundred million Euros that will be exploited in the next decades.
Action plan:
EVALSO will create a physical infrastructure (and the tools to exploit it) to
ei
ciently connect these facilities to Europe. h
e infrastructure will be complementary
to the international infrastructures created in the last years with the EC support (Red-
CLARA, ALICE, GÉANT) and will be another step in the creation in Latin America of
an advanced instrumentation GRID. h
is will allow the European Research a competi-
tive edge having faster access to the collected data and use the facilities in an ever more
ei
cient way.
Networking activities:
EVALSO will investigate the possible synergies with present and
future projects involving the creation of communication facilities in Chile and Latin
America. A strict relationship will be established with the EC-funded project AugerAc-
cess and with other international projects in various stages of development aiming at
creating new astronomical facilities in Chile. Strict relationships will be established with
the telecommunication companies in Chile to make the best use of the available funds.
Service activities:
Once created, the infrastructure funded through EVALSO will be
jointly maintained by ESO and REUNA, and will become part of the service infrastruc-
ture for the international research community in Chile. h
e collaboration and synergy
established with RedCLARA will reinforce the Latin American backbone and will cre-
ate further and better opportunities for the research collaboration between Europe and
Latin America.
