Reproduced in this volume are the papers first presented at an international
seminar "External Trade indices" held by the Statistical Office of the
European Communities (Eurostat) at Luxembourg in November 1985. The seminar
brought together the constructors and users of indices to exchange views and
experience. To be able to distinguish the real growth of trade volume from
price movements is important for the Community, and indeed since the seminar
was held. Eurostat has begun publishing a new extended set of Community trade
indices.
The papers fall under three main headings. The first group deal with
theoretical considerations starting with a survey of recent developments in
the relevant index theory by Professor Hill. Other contributors touch on the
thorny problem of the adequacy or otherwise of unit values based on customs
data as indicators of price. In the second group of papers, Mr. Manwaring
compares how EC member states compile their indices. There follows a series of
detailed descriptions of their methodology by ten member states, Norway, the
USA and Eurostat. Collectively they show the steady progress made in external
trade index methodology in the last ten years. The third group of papers
discuss applications of trade indices. Users from within the Commission, from
government and from research institutes all have their say on how they use
indices and what they want from them.
This seminar was one of a series of international seminars on statistical
matters which Eurostat has arranged under the auspices of the Commission of
the European Communities. Each seminar has differed from its predecessors but
all have dealt with matters of topical importance and all have produced useful
results. The seminars have brought together statisticians analysts,
economists, sociologists and other data users from all countries of the
European Community and from further afield.
