4 1. INÇO — A specific RTD programme
of the Fourth Framework Programme
in the field of cooperation with third
countries and international organizations
The Inco-programme fully reflects the broad lines of the Fourth Framework Programme on research, techno
logical development and demonstration, applies the selection criteria and spells out the scientific and techni
cal objectives set out in that programme.
A. BACKGROUND
International Cooperation will be developed in dialogue with all parties concerned and will be based on the
principle of mutual benefit in order to establish long-lasting relations between Eastern and Western Europe.
The main aim of this activity is to enable the CCE2/NIS3 to be associated with the generation of knowledge
and innovative technologies needed to solve their specific problems and to achieve sustainable economic
development.
The activities involved in cooperation will be accompanied by systematic monitoring and analysis of develo
pments in the policies and ¡n the machinery for implementing RTD in third countries in order to adapt
Community cooperation policy and to derive maximum benefit for the Community and its partners (e.g. on
science and technology options).
It is to be noted that this Inco-Copernicus call is the second call under the Fourth Framework Programme.
Synopses of projects adopted in the Copernicus '94 and '96 calls are available on request.
Stabilization of the RTD Potential
As mentioned in the Inco-Copernicus Work Programme 1994-1998 (Annex II), stabilization of RTD potential
is one of the objectives of this cooperation with the CCE/NIS. The stated objective is to safeguard highly
qualified human resources in the countries concerned and in fields of mutual interest. Safeguarding RTD
potential forms an integral part of the sections of the environmental protection and health and on RTD tar
geted on industry in this call for proposals, since it affects all of these areas.
B. TECHNICAL AREAS/RESEARCH TOPICS
Each area gives detailed information on the research topics announced in the Inco-Copernicus Call for pro
posals (see Annex I).
