The Commission of the European Communities, in agreement with the
Advisory Committee for the Large Installations Plan, decided, In
January 1990, to set up several Study Panels charged with the analysis
of the main needs in various fields of Science and Technology.
The "terms of reference" of the Panels were:
a) to assess the future needs of European scientists for access to
large facilities in each field, in the period 1990-2000;
b) to report to the Advisory Commi tee for the Large Installations
Programme on the most cost-effective way to meet these needs, both
in the short and in the long term;
c) to consult representatives from Member states on what facilities
could be offered to the Committee for further development and
consideration.
The fields which have been analysed are the following seven:
Neutron Beam Sources HydraulIcs
Earthquake Engineering Oceanography
Very High Power Lasers Large Magnetic Fields
Combustion Technology
The members of each Panel were selected by the Commission, following a
list of candidates proposed by each delegation of the Advisory
Committee, to be one for each Member state of the Community, although
in several cases additional experts, either from the Commission or from
the Member countries, have also been admitted when the situation so
required.
At the time when it was decided to start the work of the Panels, all
the available budget of the Large Installations Plan (1989-1992) had
already been committed: a total of 19 facilities had previously been
either selected or pre-selected. One may say, therefore, that the
general aim of the Panels has been to carry out a preliminary
investigation of the main needs facing the above seven fields of R&D
activity, in order to prepare the ground for possible new Community
actions in the next few years, if they were felt to be necessary and
appropriate. The Commission, and in particular the officers responsible for the
Large Installations Plan in DGXII, would like to thank all members of
the Panels for their kind and valuable collaboration during the various
meetings that have been necessary to prepare the final reports, and for
all the factual information gathered in the process. Anyone wishing to
