File:<http://www.secureav.com/Comment-AMCC-I.b-General-Responsibilities.pdf>LastUpdated:November7,2006THEAVIATORS’MODELCODEOFCONDUCT(AMCC)isavailableat<http://www.secureav.com>.forcontrol,predictability,andprecision.”17“Airmanshiprequiresthateverypilotpersonallyaccepttheresponsibilityanddeterminationtostriveforperfectiononeveryflight.”18Pilotsdemonstrateairmanshipby“exercisinggoodjudgmen,tmaintainingsituationalawareness,andhavingtheabilitytocopesafelywithchangingandchallengingconditions.”19“Lackofairmanship”hasbeencitedasthecauseofcatastrophicaccident2s0and“remarkableairmanship”asthepredominantfactorinpreventingdisasters.21Airmanship,inmanyrespects,definestheessenceofbeingagoodpilot,“pullsitalltogether,2”2and“isthe“ultimatesynthesis.23”Ithasevenbeencalled“awayoflife.2”4AsNeilVanSicklewritesinModernAirmanship,“Airmanshipisthekey.”25Itiswidelyacceptedwithinaviationcirclesthatairmanshipiskeytomodernaviation,yetthereisconsiderableconfusionastowhatairmanshipactuallycomprises.Tosomeitisthe“stickandrudder”skillsassociatedwithmanualflyign;toothersitisthecognitiveskillsassociatedwithdecision-makingandjudgment.Thereisalsoacommonbeliefthatairmanshipcannotformallybetrainedandissimplyacquiredthroughexperience.Noneoftheseiscompletelytrueonitsown.Instead,airmanshipisamixtureofalloftheseattributesandmuchmorebesides.26Indeed,airmanshipcanbeviewedasanintegrationofthecoreattributesthatunderlieagood,safe,andfulfillingexperienceforthepilot.Inthisregard,airmanshipisafunctionofthestrengthandinteractionofthefollowingqualities:sensitivity–pilotperceptionoffactorsimportanttoeffectivedecision-making,judgment–effectivedecision-making,especiallyinambiguoussituations,commitment–theabilitytocarry-outgooddecisionsinthefaceoftemptationtodootherwise,and72competence–theskillstoexecutedecisionsreliably.Otherconditionsorqualitiesmaybeimportant,too.28Furtherresearchshouldhelpidentifyandsubstantiatethem.TransportCanadahasdefinedairmanshipas“theapplicationofflyingknowledge,skilland92experience,whichfosterssafeandefficientflyingoperations.”DougStewart,FAA’s2004CFIoftheYear,definesairmanshipas“theartofflying;apilot’sonenesswithhisrapilaneintheenvironmentwithwhichheoperatesit;andaheightenedsenseofawarenessofwhatisoccurringwithinthatenvironment.”30RichStowell,FAA’s2006CFIoftheYear,assertsthat“airmanship[has]fourprongs:askill-basedprong,aknowledge-basedprong,adecision-makingprong,anda13judgmentprong.Theyareallinterrelatedandsortof‘feedoff’ofeachother.”Finally,ithasbeensuggestedthat“allpilotsunderstandwhatairmanshipis,eveniftheycannotdefineitinwords.”32Airmanshipisthatstrangepowerfulcombinationofskill,knowledgeanddisciplineinactionthatisthedifferencebetweenpassengersandpilots.Itisourcommonheritagewithbirdsandsailors[andhasbeencharacterizedasanalogoustoseamanship].Itlinkscaptainsof500-seatairlinerswithstudentsinsingle-seatgliders,itlinkspilotsofspaceshipsandPiperCubs,fighterjetsandhelicopters.Itisthesweetcentralessenceofpiloting.33Totheextentthattheromanticlanguageofthisremarkresonateswithpilotsmorethanordinaryprose,itmaysuggestthatthereisastrongaestheticcomponentofairmanship—indeed,itcouldbethatformanyGApilotsitisthisattractiontoaformofbeautythatmotivateseverythingelse2
File:<http://www.secureav.com/Comment-AMCC-I.b-General-Responsibilities.pdf>LastUpdated:November7,2006THEAVIATORS’MODELCODEOFCONDUCT(AMCC)isavailableat<http://www.secureav.com>.theydoinaviation.Inthissense,animportantelementofairmanshipisrelatedtocommitment,43whichencouragesidentificationwiththecoreattributespresentedabove.Discipline–Disciplineisafundamentalcomponentofairmanship,andcanbeviewedasaproductofcommitmenttoairmanship.35InRedefiningAirmanship,TonyKerncallsdiscipline“thecornerstoneofeffectiveairmanship.3”6“Flightdiscipline,”heexplains,“isthestrengthofwillrequiredtosystematicallydevelopallareasofairmanshipandexecutesoundjudgmentinthepresenceoftemptationstodootherwise,aswellastosafelyplanandemployanaircraftwithinalloperational,regulatory,organizational,andcommonsenseguidelines.”37AsJohnSheehanpointsout,“Thedisciplineinvolvedinaccomplishingoperationaltasksthesamewayeverytimeprovidesasafetybuffertoalltypesofoperations.”38Consider,forexample,howthelackofsuchdiscipline,suchasdescribedinthefollowinghistoricalaccount,canpotentiallyunderminesafety:Flyingincontrolledairspacedemandedadisciplineandself-controlthatthepilotofthemid-1930’swasunaccustomedto.SomecarefreespiritssimplyrefusedtofollowproceduresandtakeordersfromFederalgroundpersonnel.Frequently,pilotsrefusedorneglectedtoreporttheirtimeovercheckpoints,dispatchersfailedtorelayinstructionsfromATCtopilotsintheair;pilotstookoffbeforereceivingclearances....Some[pilots]evenrefusedtofileaflightplan.Matterseventuallygotsooutofhandthat[certainpilots]weretemporarilyrestrictedtovisualflightruleoperationsuntil[they]fellinlinewithATCprocedures.39Excellence–AMCCI.burgesexcellenceinairmanship.Airmanshipconnotesapersonalcommitmenttoexcellence,ongoinglearning,andcontinuousself-improvement.Excellenceinairmanshipincludesmindfullyadheringtoapplicablerules,whilehavingtheattitude,experience,judgment,andconfidencetodeviatefromruleswhenrequiredbyanemergencysituation.Thesameattributesarerequiredwhenencounteringsituationsforwhichthereisnoadequateregulatoryguidance.4014Excellenceincludessuperiororoutstandingperformance.TheAirLinePilotsAssociation,forexample,presentsannualSuperiorAirmanshipAwards.Recipientshavebeendescribedasdemonstratingsuperiorpilotingskills,fineteamwork,andcalm,professionalresponseunderpressure;treatingnoflightasroutine;andexpectingand“respondingtotheunexpectedtogetthe24jobdonewherethereisnochecklist.”AU.S.AirForceAcademyairmanshipawardisissuedfor“sustainedsuperiorperformance”orforactionsthats“et[recipients]apartfromcontemporaries.”43Asmanycivilianandmilitaryawardsprogramsdemonstrate,excellenceinairmanshipunderliesflightsafetyandimpliesahighlycovetedstatusandoutstandingperformanceasapilot.Nonetheless,theseawardsgenerallyfailtodefineairmanship.44AirmanshipandProfessionalism–Airmanshiprequiresadherencetospecificprinciplesindecision-making–behaviorconsistentwiththedefinitionofaprofessional.Correspondingly,“airmanshipisthecoreoftheairman’sprofessionalism.4”5AsChristopherParkerexplains,a“pilotwithgoodairmanshipisatrueprofessional,regardlessofwhetherornothemakeshislivingbyflying.Hetakesprideinhispilotingability.Hehastheskills,knowledge,andjudgmenttoflycompetentlyandsafely.Hehasthepresence,confidence,andmannersthatinspiretrustinhispassengers.Heisresponsibletohispassengers,hisaircraft,andhimself.”46Thinkingaboutanddiscussinganaspirationtoprofessionalismhelpsaviatorssurpassmeregovernmentstandardsandapproachtheidealofexcellenceinairmanship.Airmanshiprequiresacommitmenttoongoingskilldevelopment:“Ultimatelyifourobjectiveisprofessionalairmanship,ourobjectivebecomesoneoflearning,maintaining,andenhancingourairmanskills.”47(AspiringtoprofessionalismisthesubjectofAMCCI.fandcomplementsAMCCI.bonairmanship.)3
File:<http://www.secureav.com/Comment-AMCC-I.b-General-Responsibilities.pdf>LastUpdated:November7,2006THEAVIATORS’MODELCODEOFCONDUCT(AMCC)isavailableat<http://www.secureav.com>.Training–Manyflightinstructors,aviationeducationprograms,andothersconcernedwithaviationtrainingdostressairmanshipwithoutacknowledgingaspecificdefinition.TheNBAAGuidelinesforBusinessAviationPilotT4r8ainingstatesthat“[t]rainingprogramsshouldbuildupontheprinciplesofgoodairmanship.”Pilot’sWebstressesthat“[a]ttentiontoairmanshipshouldbeginfromthefirstdayoftheaviator’sgroundandflightinstruction.”49“Improveme5n0tsmustnotonlyfocusonflighttechnicalskillsbutalsoonthedevelopmentoftotalairmanship.”TheJournalofAirTransportationWorldwidehasassertedthat“especiallythosewhoteachnewpilotshaveamoralobligationtonottalkthetal5k1aboutgoodairmanshipbuttowalkthewalkandprovidethestandardsforotherstoemulate.”Airmanshiphasevenbeencalleda“unifyingethos”inaviatiotnraining.52Somequestionwhetherextanttrainingmethodologiesarewellsuitedtodevelopinggoodjudgment.TheU.S.Armyextols,“Trainfor35certainty;educateforuncertainty.”Despitewide-spreadconsensusthatteachingairmanshipisessential,someeducatorsandregulatorshavefoundthatairmanship“isnotreadilycapableofbeingevaluatedormeasured.”54Thisperspectiv5e5coupledwithaninternationalmovementtowards“competencybased”trainingandevaluationhavecausedthetermairmanshiptobede-emphasizedorremovedfromsome65trainingsyllabiandtestingstandards.OnestandardsofficialfromtheAustralianGovernmentexplained:Inthefirstgenerationofcompetencystandards...airmanshipwashighlightedthroughoutthedocument(wehadahighemphasisonit),butwefounditveryhardtomeasureaccuratelyinmanycases.Forexampleyoucouldarguethatyoucannotmeasureapersonsattitude(beliefs,conscientiousnessetc),butyoucanmeasureapersonsbehaviour(manmanagement,discipline,leadership)byusingbehaviouralmarkers.Thatiswhywemovedawayfrom‘airmanship’....[Nonethele5s7s,the]conceptofgoodairmanship(whateveritis)isgoodandshouldnotbedisregarded.FAAPracticalTestStandardsdonotreferenceairmanship.58Whilegovernmentagenciesmustadheretoobjectivetestingcriteria,theAMCCrecognizesthatprecisemeasurementisnotapplicabletoeverythingrealormeaningful.Indeed,theAMCCem59bracesandadvancespracticesgleanedfromtheresultsofqualitativeandnon-empiricalresearch.Moreover,asalivingdocument,theAMCChasthefreedomtoexperiment,anditsmissionsupportsitsadvocacyanduseasanaspirationalresource.TechnologyandAirmanship–Advancedaviationtechnologies,bothinthecockpitandontheground,haveprecipitatedbothaccoladesandcautions.Glasspanels,flightmanagementsystems,flightsimulators,andcomputer-basedflightplanninginvokenewtrainingparadigmsasthosetechnologiesinterfacewithtraditionalairmanship.Thereisgreatconcernthattheintensiveuseoftechnologywilldiminishproficientstickandrudderskillsbecausepilotswillbecomeexcessivelydependentonautomatedsystemstodotheflying,tothedetrimentofproficiency.AnArmywarrantofficerurged:Whenallwehadweresimplesingle-engineaircraft,wewereallbetteraviators.Sure,thisstatementmaybetheresultofa‘Woodenshipsandironmen’attitudeonmypart,butIhonestlyfeelthatwetookourcraftmoreseriouslybackthen.Todaywecountonthe...computerandthenavigationsystemstodothetasksweusedtoperformonourknowledgeofballisticsandnavigation.Iwouldbewillingtoputalmostanymid-80’sCobrapilotupagainstalmostanyoftoday’60sApachepilots.Therearewholeareasofaviationknowledgethataregoneforever....Anotherpilotasserted,“[w]earerelyingonour‘protected’aircrafttolookafterusratherthangoodairmanshipandadherencetostandardoperatingprocedures.”61Someclaimthat,aspilotsinterfacewithgreaterandmoresophisticatedtechnologies,theynecessarilymustshifttheirfocus4
File:<http://www.secureav.com/Comment-AMCC-I.b-General-Responsibilities.pdf>LastUpdated:November7,2006THEAVIATORS’MODELCODEOFCONDUCT(AMCC)isavailableat<http://www.secureav.com>.frompilotingtosystemsmanagement.Abetterviewholdsthatairmanshiprequiresthepilottodeveloptheknowledge,skills,andjudgmentnecessarytouseattendanttechnologieseffectively.62TheFlightSafetyFoundationhasdeveloped“GoldenRules”to“assisttrainees[andexperiencedpilots]inmaintainingbasicairmanshipevenastheyprogresstohighlyautomatedaircraft.”63Gender-NeutralTerminology–TheAMCC’sIntroductoryCommentarystressesthat“[a]ll[genderspecific]referencesshouldbeinterpretedasgenderneutralunlessotherwisestated.”ThatCommentary’sannotationstates:“[t]helegacyofm-aloerientedtermsisacknowledged(forexample,airman,andairmanship).64Becauseofsuchterms’legalstatusandextensiveuseastermsofart,theyareusedherein.”65Historically,governmentaviationagenciesandregulationshaveusedsuchterms.ConsidersuchexamplesastheFAA’s“NoticestAoirmen,”66c6e7rtificationof“Airmen,”andofficialuseoftermssuchas“UnmannedAerialVehicles”(UAVs).”Oneaviationdictionarydefinesairmanasa86“generictermforonewhoflies;anaviator;anaircrewmember,apilot,oranavigtaor.6”9And,ofcourse,thetermmanhasbeendefinedasa“humanregardlessofsexorage;aperson.”ConsideralsoAstro70nautNealArmstrong’stimelessquote,“Onesmallstepfor[a]man,onegiantleapformankind.”Mankindhasbeendefinedas“thehumanrace;humanbeingscollectivelywithoutreferencetosex;humankind,”71Inthisregard,thetermairmanshipisnomoregender-specificthanthetermhumanity.Somepilotsnonethelessurgethatretainingtraditionaltermssuchasairmanshipandairmanreinforcesgenderstereotypesandexacerbatessexistattitudes.72Inresponse,theFAAhasconsideredandtakensomeresponsiveaction,mostnotablyin1995bychangingtheAIRMAN’S37INFORMATIONMANUALtotheAERONAUTICALINFORMATIONMANUAL.Finally,anethicalapproachtoflying,asunderscoredinAMCCVII.e(promoteethicalbehaviorwithintheGAcommunity)mayfurtherencourageconsiderationofgenderneutrality.74TheAMCCaccommodatesthesubstitutionofalternativetermsattheimplementer’sdiscretion(seeDraftingConsiderations,below).75Conclusion–Airmanshipisabroad-based,andsometimesill-definedtermthatdenotesawiderangeofskillsandpracticesfromdiversedisciplines.Itencompassestechnicalskill,decisionmakingability,ethicalresponsibility,andexemplarypersonalconductamongpilots—attributesthatincombinationpromoteeffectiveandsafeflight.Despiteitsimportancetoflightsafety,however,theconceptofairmanshiphasnothistoricallyreceivedconsistent,formalemphasisingeneralaviation.Therefore,tohelpaddressthisdeficit,theAMCChighlightstheconceptofairmanshipbypositioningtheprincipleseekexcellenceinairmanshipasAMCCI.b.AsanumbrellaprovisionintheAMCC,airmanshiprepresentsabroadembodimentoftheCode’sprinciples.OneAMCCimplementerexclaimed,“Youwanttoknowwhatthemeani7n6gofAirmanshipistome?TheAMCC.That’sit.Now,trytoputthatinoneword....”CODEEXAMPLES:“[P]ilotsshallatalltimesdisplayexemplaryairmanship.”CodeofConduct,BritishAerobaticAssociation77“[E]xhibit[]ahighlevelofairmanship.”CodeofConduct,ArdmoreAirport78DRAFTINGCONSIDERATIONS:PrioritizationofPrinciples:SomereviewersurgedthatAMCCPrincipleI.b(seekexcellenceinairmanship)istheessenceoftheAMCCandthereforeshouldbepositionedasthefirstprincipletherein.Otherreviewersurgedthatsafetywas5
