Q: Why aren’t we just building overpasses?
A: Until the Environmental Impact Statement is completed on the US 281 corridor, we are unable to add any capacity to the roadway, without violating federal law. The Super Street concept allows for savings in travel time, and a benefit today, while still complying with federal law. We can bring relief today instead of waiting for another three to four years before anything can be done on this corridor.
Q: Is the Super Street going to solve all the problems on US 281?
A: No. The Super Street is a great interim solution, and will provide relief for the next five to seven years, but as traffic increases the need for more lanes or another way to travel will still be present. The Super Street will help provide relief today while the needed environmental studies are completed for a longterm solution to the congestion along US 281.
Q: Why is the Alamo RMA overseeing this project? Aren’t they just a toll road authority?
A: The Alamo RMA, as the local regional mobility authority, is overseeing this project, the interchange at US 281 and Loop 1604, and the environmental impact statements on both Loop 1604 and US 281 in their role as the local governmental entity responsible for improving mobility around our community. While the Alamo RMA can build and operate toll projects, they can also build and operate nontoll projects, and the Super Street is one of the first nontoll projects to be overseen by the Alamo RMA.
Q: How long is it going to take to build the Super Street?
A: Based on the latest estimates, construction should start in late fall of this year, and by the summer of 2010 all the work will be complete for the Super Street.
US 281 Super Street Frequently Asked Questions – June 30, 2009 Q: If I want to see how this project is going to impact my roadway is there someplace I can see the animation files?

Q: How is this project being funded since I keep hearing there is no money for roads?
A: The Super Street is being funded from a combination of sources. Specifically, $5.7 million is coming from the local share of federal stimulus funds at the discretion of the San Antonio Bexar County Metropolitan Planning Organization, $1.6 million is coming from the Advanced Transportation District, and $480,000 is coming from the City of San Antonio – Council District 9.
Q: I still don’t want a toll road. Is this going to make a toll road happen?
A: The Super Street project is separate from any discussions on toll lanes or tolling in San Antonio. This project is nontoll. The Alamo RMA, as the lead agency for the US 281 Environmental Impact Statement, will be hosting public meetings and workshops as part of a new study to identify longterm improvements to US 281 and the discussions on how to pay for that roadway will be included in the study.
Q: Why didn’t this idea come up sooner?
A: Until October 1, 2008, our community had environmental clearance to build new lanes on US 281, and the Alamo RMA was proceeding with those plans. With the removal of environmental clearance on October 1, 2008, this new innovative concept was introduced, and was supported by a number of neighborhood and civic associations in this area as an interim solution to the congestion on US 281.
Q: You got the green light for this project months ago, why is it taking so long to get built? A: The Super Street funding was approved in late March 2009. Since that time, the Alamo RMA has been overseeing the design work necessary to take the concept of the Super Street to a construction level, and has been securing all necessary environmental clearances to be able to have this project constructed. We anticipate being able to have the project out for bid in September of 2009 with an award and construction starting in late fall 2009.
You Talked...We Listened! The Alamo RMA is working to bring the US 281 Super Street project to our community as quickly as possible. This interim solution will help provide relief from traffic today, and give us the needed time to complete the Environmental Impact Statement to identify and provide long-term solutions to the congestion on this vital corridor.
How Did We Get Here? The Federal Highway AdministratiOn (FHWA) withdrew a l l e n v i r O n m e n t a l c l e a r a n c e O n 2 8 1 N O r t h a n d federal law requires that nO new capacity can be added withOut envirOnmental clearance. A cOmprehensive envirOnmental study called an EnvirOnmental Impact Statement (EIS) is slated tO be cOmpleted as early as 2012, but drivers need relief nOw.
Super Street Plan Moving Forward SOlutiOns can cOme frOm anywhere. In the case Of the Super Street, this sOlutiOn came frOm neighbOrhOOds and lOcal leaders whO were presented with a new cOncept, prOpOsed by Pape-DawsOn Engineers, a lOcal engineering firm. What is the Super Street? Simply put, the Super Street is a way tO mOve traffic quicker alOng US 281, saving ever yOne time in their daily cOmmutes. The Super Street wOn’t sOlve all Our prOblems, but it will help prOvide relief tOday fOr this cOrridOr, while we wOrk On lOng-term sOlutiOns.
How Is This Project Being Funded? Funding fOr the Super Street is cOming frOm a cOmbinatiOn Of sOurces, including The American RecOver y and Reinvestment Act ($5.7 MilliOn,) the Advanced TranspOrtatiOn District ($1.6 MilliOn) and the City Of San AntOniO – District 9 ($480,000) fOr a tOtal Of $7.78 milliOn.
