Guide on Non-EU Participation and Funding possibilities
This guide outlines how organizations of non-EU countries can, at present, participate in the
JOULE programme and which funding possibilities exist for such participation.
PARTICIPATION
A. Participation is open to any legal entity established in a third country associated with
and contributing financially to the implementation of the JOULE programme.
At present, these countries are:
Iceland, Liechtenstein, Norway and Israel
The association agreement with Israel has been signed. Entities from Israel may
submit proposals under this call.
B. Participation is open to any legal entity established in a European third country.
Participation must be in the interest of Community policies.
At present, these European third countries are:
Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Czech Republic, Cyprus, Estonia,
Georgia, Hungary, Latvia, Lithuania, Malta, Moldova, Poland, Romania, Russia,
Slovakia, Slovenia, Turkey, Ukraine and Switzerland.
In addition, these conditions apply to legal entities established in Canada.
International organizations may also participate under these conditions.
G. Legal entities established in countries other than those listed above, may respond to
this call for proposals. Participation must contribute effectively to the implementation
of the programme taking into account the principle of mutual benefit.
CONSORTIUM COMPOSITION
A consortium submitting a proposal must satisfy one of the following three conditions:
it must include at least two different organizations established in two different EU
countries

it must include at least one organization established in an EU country and one
organization established in Iceland, Liechtenstein, Norway or Israel.

it must include at least the Joint Research Center and
- either an organization established in an EU country
- or an organization established in Iceland, Liechtenstein, Norway or Israel.
The EU countries are: Austria, Belgium, Denmark, Finland, France, Germany, Greece,
Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, Sweden and the United
Kingdom.
FUNDING POSSIBILITIES BY THE EU
The eligibility for funding depends on the country in which the participating organization is
established:
I. Iceland, Liechtenstein, Norway and Israel: eligible for EU funding.
II. Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Czech Republic, Cyprus, Estonia,
Georgia, Hungary, Latvia, Lithuania, Malta, Moldova, Poland, Romania, Russia,
Slovakia, Slovenia, Turkey, Ukraine: Financial support by the EU may be provided
from funds other than the JOULE programme budget. An explicit request for such
funding has to accompany the proposal.
III. International research organizations located in Europe : In duly specified cases,
financial support by the EU may be provided.

IV. Other industrialized (non-EU) countries : not eligible for EU funding under this call.
V. Developing countries : Financial support by the EU may be provided from funds
other than the JOULE Programme budget. An explicit request for such funding has
to accompany the proposal.
