Audit Summary Samish Water District Whatcom County November 17, 2010 ABOUT THE AUDIT This report contains the results of our independent accountability audit ofthe Samish Water District from January 1, 2007 through December 31, 2009. We evaluated internal controls and performed audit procedures on the activities of the District. Wealso determined whether the District complied with state laws and regulations and its own policies and procedures. In keeping with general auditing practices, we do not examine every transaction, activity or area.Instead, the areas examined were those representing the highest risk of noncompliance, misappropriation or misuse.The following areas were examined during this audit period:  OpenPublic Meetings ActCash receipting  Pettycash Abilityto continue operations  Safeguardingof assetsProcurement RESULTS In most areas, the District complied with state laws and regulations and its own policies and procedures. However, we noted certain matters that we communicated to District management.We appreciate the District’s commitment to resolving those matters.

Description of the District Samish Water District Whatcom County November 17, 2010 ABOUT THE DISTRICT The Samish Water District provides sewer services to 524 residents within its boundaries.The District’s service area includesLake Samish to the Samish River Basin, including the Cain Lake area in Whatcom County and along Old Highway 99 North Road to the city of Burlington in Skagit County. An elected, threemember Board of Commissioners governs the District.The Board appoints a District Manager to oversee the District’s daily operations as well as its fouremployees. TheDistrict is funded primarily through fees charged for sewer service and connections. Forthe years under audit, the District received revenue of $936,565 in 2007, $948,017 in 2008 and $929,552 in 2009.
