Introduction
Main Findings
This report presents the findings of a skills audit of firms in the Yatala Enterprise Area (YEA).
This study covered consultation with seventy firms and forms a major component of the Yatala Enterprise Area Skills, Labour and Services Audit Project.
The key focus of the project is to link labour, skills, and services from the Beenleigh and Eagleby area into the Yatala Enterprise Area.
This report provides information on:
The current level of demand for skills from firms in the YEA.
The level of interest in working with services providers and businesses in the Beenleigh and Eagleby area on skills and service supply.
Profile information on employment.
Interest in assistance and services to better meet the needs of employers in the YEA.
The YEA skills and labour audit survey identified strong future demand for skilled and semi skilled workers. Over the next twelve months there will be demand for an additional 2,326 staff.
At the present time, 275 firms in YEA are estimated to employ 7,564 workers.
In the next five years the employment levels in YEA will increase to between 14,000 and 16,000 employees. Employment levels could increase above these estimates if additional very large employers are attracted to the region.

Future Directions
Almost half of the firms surveyed in the skills audit (47.1%) reported skills shortages.
Results show that labour and skills are a major challenge for businesses in the next three years and there is strong support for a number of initiatives to better respond to the skills and labour requirements in the YEA.
Based on the survey results plus consultation with the recruitment, employment and training network, there are substantial opportunities to put in place a program of activities to build competitiveness for the YEA.
These key strategies include:

Profile of Firms in YEA
While this report presents findings and information on demand for skills and services, the key focus of the project has been on initiating ongoing action and gaining commitment from the business community and the network of recruitment, training and employment service providers.
There is strong commitment to collaborate from a wide range of stakeholders that have participated in the current study.
The action plan in section three of this report summarises actions implemented to date and outlines the program of activities for implementation in 2006.
This implementation program focuses on five projects:
Establishing a single contact point for employment, training, recruitment and skills development for the YEA.
A skills delivery initiative to meet short term demand and identify strategic priorities.
A schools project to link young people with career and employment pathways in the YEA.

Develop a business services directory to provide information on the capabilities in Beenleigh, Eagleby, and YEA areas.
The sample of seventy firms surveyed covered a wide range of business activities including:
Manufacturing (41.4% of firms surveyed).
Wholesale and retail (20.0%).
Property and business services (17.1%).
Vehicles, transport and storage (12.9%).
Construction (5.7%).
Food and restaurants (2.9%).
Firms surveyed had been located in the YEA on average for 7.5 years.

Demand for and Skills
Staff
Firms sell products and services predominantly into the south east Queensland market (accounting for 56.7% of sales – 18.8% to the Gold Coast and 37.9% to other markets in south east Queensland).
When all market destinations are taken into account, YEA firms sell predominantly to Queensland clients (69.7%) followed by interstate clients (22.5%) and international clients (6.2%)
A third of the labour used by YEA firms (37.5%) is drawn from the Beenleigh and Eagleby area. The other two main labour supply catchments are the Gold Coast region (23.8%) and Logan or Brisbane (29.4%).
Firms expect strong growth with 88.6% of firms expecting turnover to grow in the next three years by an average 59.9%.
Three quarters of the firms surveyed (75.7%) expect employment to increase by an average of 42.6% in the next three years.
These findings confirm the substantial economic growth expected to occur in the YEA in the future.
A detailed analysis of labour requirements over the next twelve months identified demand for staff at the following levels:

Demand for skills is strongest from the manufacturing sector with an expected demand for 1,159 staff in the next twelve months.
Demand from other sectors covers:
Vehicles, transport and storage – 361 staff.
Construction – 342.
Property and business services – 232.
Wholesale and retail – 169.
Detailed feedback from employers had identified skill requirements for base level or unskilled staff and semi skilled staff. This detailed profile provides information which can be used in developing targeted training programs to supply this demand. Consultation with the recruitment, employment and training network has confirmed that this immediate demand should be a priority for implementing skills initiatives in the YEA.
Firms have identified the need to improve training and priorities including:
More targeted and relevant industry training.
Improved availability of local training.
Greater flexibility in training arrangements.
There is a positive attitude to recruiting staff from the Beenleigh and Eagleby area with 68.6% of firms agreeing that there are opportunities to employ more staff from the area. Over half the firms surveyed (55.8%) agreed that the Beenleigh and Eagleby area is a good area from which to recruit.
Over a third of firms surveyed (37.2%) wanted additional assistance in accessing staff at unskilled, semi skilled and skilled levels.

Support for Initiatives
YEA
In addition to the survey results covered in this report, a series of meetings and discussions have been held with the recruitment, employment and training network in the Beenleigh, Eagleby, Logan and Gold Coast region.
Discussions and meetings with this network have been very positive – there is enthusiasm and interest in implementing stronger links between the ‘supply side’ network and employers in the YEA.
Employers have strongly supported a range of initiatives. As a result of this feedback, key projects have been identified for implementation. The following table summarises these projects and indicates the level of support from employers for these projects.

Industry Support One stop recruitment contact point - rated 6.7 out of 10 (1 is not at all important, 5 is reasonably important, 10 is very important). 81.4% of firms surveyed would use a one stop recruitment contact point. Consolidated recruitment ad – 6.1 out of 10. Access to mature age staff – 6.8 out of 10. 77.1% of firms would use these staff. Access to part time staff – 4.9 out of 10. 44.3% of firms would access part time staff. A local temporary staff agency located in YEA – 6.1 out of 10. 67.1% of firms would use this service. A skills strategy for the YEA to improve access to good quality staff – 6.7 out of 10. 78.6% of firms support this initiative. A pre-employment program that gives new employees basic workplace and employability skills plus some basic warehouse, engineering or business training – 6.3 out of 10. 70.0% of firms would use this initiative. Providing work experience places to trial employees who have completed pre-employment training – 5.9 out of 10. 62.9% of firms support this initiative. Links between schools and YEA employers to encourage more young people to work in the YEA – 6.9 out of 10. 84.3% of firms support this initiative.
Promoting a positive image for YEA – an area with good, stable employers offering good working conditions – 7.9 out of 10. 87.1% of businesses support this initiative. Highway signage for the YEA – letting people know the size and scale of the YEA and the fact that it is a growth industrial area – 6.4 out of 10. 70.0% of firms support this initiative.

Implementing the YEA Skills Initiatives
Industry Support A business services directory covering the YEA and Beenleigh/Eagleby area – 7.5 out of 10. 92.9% of firms support this initiative. A business service centre located in the YEA offering a range of services including secretarial, temporary staff, meeting rooms and business services e.g. accounting, legal, bookkeeping, printing, café – 5.3 out of 10. 58.6% of firms would use this facility. An improved public transport bus service covering the YEA – 7.3 out of 10. 72.9% of businesses support this initiative. A shuttle bus to pick up workers from Beenleigh 5.8 out of 10. 54.3% of firms support this initiative.
Based on survey results and consultation with the recruitment, employment and training network, project teams have been formed for all of these major projects except transport. Transport initiatives are being pursued through other forums.
Action plans are currently being developed to implement these key initiatives.
The core focus in this implementation phase is on:
Targeting the needs of businesses in the YEA and developing services and solutions that are customer responsive.
Creating a ‘value link’ between supply side initiatives and YEA firms over the next six to twelve months.
This intensive period of activity will establish stronger partnerships and linkages between the two areas – building opportunities for sustainable delivery of services, and building regional competitiveness improving collaboration between the two areas.
