Information Society
The strategic objective of the Information Society Technologies (1ST) Programme is to maximise the benefits for
Europe of the Information Society, both by accelerating its development and by ensuring that the needs of indi­
viduals, businesses and society are met.
Due to tremendous advances in all branches of 1ST, information, communication and computing are becoming
ubiquitous, that is they are starting to pervade our working, living and even inner spaces. Progress in the key areas
of communication and computing infrastructure, components and microsystems as well as information manage­
ment and interfaces has not only improved the usability of 1ST for citizens and businesses but has extended the
potential application domains to the limitless horizon of the human imagination. The paradigm shift which this
emerging "ambient intelligence" landscape represents is revolutionising the world in which we live and work.
Before very long all sorts of intelligent and communicating objects will be embedded in our surroundings, woven
into the clothes that we wear or even, in the case of medical implants, carried inside our bodies.
Ambient Intelligence: our surroundings act as the natural interface to access a universe of integrated intelli­
gent services
As these changes take place, we must ensure that the Information Society that is developing is inclusive, for all.
Key targets for this successful development therefore centre around ubiquity (access from anywhere and at any­
time to improved services), universality, cost effectiveness and user-friendliness. They include, additionally, the
development of technologies for trust and confidence.
The realisation of this vision presents many technical challenges, requires extensive co-operation between indus­
try and the research community and a strong direct link between technology developments, applications and pol­
icy.
An Information Society at the Service of the Citizen
Guided by this vision of a European ambient intelligence landscape, research work carried out under the 1ST Pro­
gramme1 in the area of 'Systems and Services for the Citizen' aims to foster the creation of the next generation
of user-friendly, dependable, cost-effective and interoperable general-interest services, meeting user demands for
flexible access, for everybody, from anywhere, at any time.
IST research presents not only the opportunity to improve the competitive position of Europe, it also directly
addresses the major socio-economic problems of the day (access for all to the Information Society, better health­
care, increased accessibility, more efficient and safer transport systems, a cleaner environment, improved access to
administrations). IST research contributes to the quality of life of all individuals at home, at work or on the move.
In concrete terms and over and above what has already been achieved, we have set ourselves some ambitious tar­
gets for Europe by 2010:
• a reduction from 40,000 to 20,000 in the number of deaths by road accidents thanks to advances in intelligent
vehicle and intelligent infrastructure for road users
• a reduction in the number of avoidable deaths by cardiovascular disease from 150,000 to 75,000 thanks to
universal monitoring of out-patients using 3rd generation mobile technologies.
For a total in 1998 - 2002 of 3.6 billion € for the 1ST programme and 650 million € for "Systems and Services for the Citizen". Applications relating to Administrations
Nor should the direct economic benefits be neglected. It is to the potential of health telematics that Member
States are turning in their efforts to contain health expenditure while retaining the European universal access
model. This health telematics market is expected to grow from less than 1 % of the health expenditure in Europe
to some 5% by 2005 - which would amount to a major new industrial sector comparable in size to today's phar­
maceutical industry! Similarly, the emerging vehicle navigation and telematics market is projected to be worth
more than 30 billion Euro (i.e. some 10% of the projected automobile sales) in Europe and the US by 2004.
Research and technology development (RTD) within Key Action 1 'Systems and Services for the Citizen' is being
done in five main areas:-
• Health: ambient intelligence for the regeneration of health care systems, for supporting healthcare professional
in their working environment, and for improved health promotion in the general population. These systems will
be coupled with telecare systems for better patient care at the point of need and for ease of family support.
• Persons with Special Needs, including the disabled and the elderly: ambient intelligence for improved assistive
systems aiming, on the one hand, to restore functions or compensate for disabilities and, on the other, to
enable a higher quality of life and full participation in the Information Society for citizens with special needs
and their carers.
• Administrations: ambient intelligence systems for improving the delivery of government services (e-govem-
ment) and for promoting broader democracy in Europe (e-democracy).
• Environment: Knowledge-based systems for intelligent and pro-active environmental protection, for natural
resource management, for risk prevention and management. These systems will allow the access to and the
interconnection of citizens, business, civil protection agencies, publicl authorities to facilitate the
provision of interoperable environmental services.
• Transport and Tourism: Intelligent and communicating systems embedded in portable devices, in on-boar
