Recognising this problem, the European Council of Ministers adopted in 1975, on the basis of activities begun in 1971, a three-year Action Plan aimed at creating a wide, common market in scientific and tech­nical information and documentation (STID). The Action Plan covers three principal areas: sectoral information systems, e.g. for metallurgy, agriculture etc.
