been chosen to provide 9 Ipnet ToIP, its convergent voice and data service, to the French Ministry of
Agriculture and the City of Massy. The eight-year contract with the Ministry of Agriculture covers 800
sites, while the three-year contract with the City of Massy covers 34 sites.
Launched in April 2007, 9 Ipnet ToIP sends voice and data flows over a single IP network. This
innovative service enables companies and public administrations to increase their productivity thanks to
the convergence of telephony and IT services, as well as to reduce costs by pooling communications
applications on a unified voice-data network.
A fully integrated tailor-made solution offered by Neuf Cegetel
In order to create a fully integrated service, the Group has signed partnership agreements with some of
the biggest names in the market: Alcatel-Lucent, Cisco, NextiraOne, Spie Communications and
Telindus. Neuf Cegetel is therefore able to offer a service comprising the roll-out of equipment (iPBX
and IP telephones) and bringing the local network (LAN) up to standard. Clients benefit from a
centralised administration of the service (one stop shopping).
With the 9 Ipnet ToIP solution, Alcatel-Lucent and Cisco validate iPBX compatibility, test software
versions and certify network architectures, while Spie Communications, NextiraOne and Telindus roll
out application solutions on site, provide user support and operate local networks and terminals.
These integrated operating procedures allow Neuf Cegetel to guarantee end-to-end quality of service
through high level SLAs.
9 Ipnet ToIP offers clients the benefits of:
- a private data network rolled out and operated by Neuf Cegetel, allowing for interconnection of all sites
(VPN-IP);
- a standardised environment thanks to the convergence of telephony and IT services on a single
network for all equipment and terminals;
- management and optimisation of voice and data flows adapted to the needs of each site connected to
the Neuf Cegetel network;
- increased productivity thanks to communications applications (unified messaging, collaborative
working solutions, access to working environments while on the move, videophony etc.);
- economies of scale by rationalising operating expenses (network and equipment maintenance, fewer
service providers etc.), and hosting of IPBX on the Neuf Cegetel network allowing for centralised
delivery of telephony services. In addition, the 9 Ipnet ToIP service - like VoIP services - allows clients
to cancel their telephone line subscriptions with the incumbent operator.
9 Ipnet ToIP is based entirely on the latest generation IP technologies (MPLS for data services and SIP
for telephony services), allowing for the implementation of convergent architectures that are easy to
operate and can be adapted to on-the-move and hybrid telephony services (GSM-WiFi, like Twin™
services for the Mass Market).
With 9 Ipnet ToIP, the Ministry of Agriculture will benefit from unified voice and data services on
the same network
The Ministry of Agriculture has opted for an IP-VPN MLPS data network solution, which will also
provide all Ministry's telephony services. The 9 Ipnet ToIP solution will therefore enable the Ministry to
standardise its telecommunications services and optimise its telecoms budget.
As part of an eight-year contract, in the first half of 2008, Neuf Cegetel will begin the gradual roll-out of
its 9 Ipnet ToIP service on 800 sites with symmetric DSL and fibre optic access to serve around 15,000
users.

By joining forces with Alcatel-Lucent and Telindus, Neuf Cegetel provides a fully integrated tailor-made
solution. The convergence services offered are based on latest-generation equipment: Alcatel-Lucent
IPBX, voice messaging, directory server and billing server. The hosting of a call server within Neuf
Cegetel's IP network guarantees scope for development and easy operation of the telephony over IP
service (e.g. when moving sites or creating new sites). It also includes advanced services such as
intersite mobility (Freesitting), unified messaging and IP videoconferencing.
9 Ipnet ToIP will enable the City of Massy to improve the efficiency of its telephony services
The City of Massy, the third largest city in the Essonne department, has chosen Neuf Cegetel to
improve the efficiency of its telephone answering services dedicated to its 40,900 citizens. The three-
year contract was won as part of the SIPPEREC (public consortium for power and telecom services in
the greater Paris area) procurement contract, which aims in particular to support local authorities in
their move to digital. The service covers 34 sites or 800 workstations. The project to modernise the
telecoms infrastructure is steered jointly with Spie Communications, which manages the LAN and
terminals, and Cisco, which provides routers and terminals. The existing IPSEC-based virtual private
network will be replaced by an IP MPLS network that allows for the integration of advanced IP
communications services: interactive voice services, centralised directory, unified messaging etc. For
example, users will be notified by e-mail when they receive a telephone message and will be able to
listen to it directly from their PCs.
These innovative services are based on a centralised telephony architecture managed by a Cisco
intelligent IPBX hosted on Neuf Cegetel's IP network. The telephony-over-IP service thus allows for
increased flexibility and speed in relations with the people of Massy.
These successes strengthen the Group's position with public institutions and its ability to offer solutions
tailored to complex environments. They also confirm its expertise and ability to offer integrated end-to-
end communications services allowing companies to migrate to IP.
Neuf Cegetel's enterprise services
9pass
is a solution specifically for small companies with three to 20 employees, whether independent or part of a large group.
This ToIP service is based on a WiFi iPBX, modem, router and firewall and coupled with telephone services, broadband internet
and à la carte options.

for businesses providing fixed line, mobile and broadband services.
