JEAN-CHRISTOPHE BUREAU
Jean-Christophe Bureau completed his thesis at the University of Paris I (Panthéon-Sorbonne)
in 1986. He is professor of economics at the National Institute of Agronomy Paris-Grignon and
works on issues relating to international trade in the areas of agriculture and the environment.
Mr. Bureau is a research associate of the CEPII and IISS (Institute for International Integration
Studies, Trinity College Dublin).
He has held successive posts at the Forecasting Directorate of the French Ministry of Economy
and Finance, and the Economics Department of the National Institute of Research in Agronomy
(INRA), the Organization of Economic Cooperation and Development (OECD), and the
Economic Research Service of the US Department of Agriculture. He has also been a
consultant for the European Commission, the OECD and the Inter-American Development
Bank. He collaborates regularly with researchers from Iowa State University, where he has also
worked as a visiting professor.
Mr. Bureau is Director of a joint research team in public economics (UMR INRA 210) and
teaches at the INAPG. His fields of research include: agricultural policy, international trade in
food & agriculture, and trade negotiations in agriculture.

collabore régulièrement avec les chercheurs de l'Université d'État d'Iowa où il a été professeur
invité.
Il dirige l'Unité Mixte de Recherche en Économie publique (UMR INRA 210) et enseigne à
l’INAPG. Ses domaines de recherche sont les suivants: politique agricole, commerce
international agro-alimentaire, négociations commerciales sur l'agriculture.
MICHAELA DODINI
Michaela Dodini, Italian, born in 1973, has spent several years in developing countries (mainly
in Africa and the Middle East) where she developed a keen interest for economic development
issues.
After her studies in international economics and European policies and a period in the UN in
Geneva, she joined the European Commission in 1998 taking a number of positions, both in an
external service Delegation and Brussels headquarters.
She currently works in the Directorate General for Trade where she is responsible for a number
of development topics under negotiation in the Doha Development round. She has authored a
number of articles and publications on EU-Mediterranean relations, the EU Neighbourhood
Policy and public finance.
HERVE GUYOMARD
Hervé Guyomard est Directeur de recherche au sein du département des sciences
économiques et sociales (SAE2) de l'Institut national de recherche agronomique (INRA),
département dont il assure la direction depuis 1999. Il est chercheur associé au Centre d'études
prospectives et d'informations internationales (CEPII).
Il est ingénieur agronome de formation initiale (1984), statisticien économiste (ENSAE 1986) et
docteur en économie de l'université de Rennes I (1988). Ses travaux de recherche portent, de
manière générale, sur les politiques agricoles et leurs réformes. Il travaille notamment sur les
politiques et les échanges relatifs aux marchés des céréales, du lait et des produits laitiers, et
de la banane. Dans e cadre, il a une activité d'expertise auprès de la Commission européenne,
de l'Organisation de coopération et de développement économique (OCDE), du Ministère
français en charge de l'agriculture et de différentes institutions professionnelles agricoles
françaises.

Biographies
BERNARD HOEKMAN
Bernard Hoekman is Research Manager of the International Trade group in the Development
Research Group of the World Bank. Before taking up his present position he managed the
international trade and global integration activities of the World Bank Institute's Economic Policy
division. He has worked extensively in countries in the Middle East and North Africa. Between
1988 and 1993 he was on the staff of the GATT Secretariat in Geneva.
He is a graduate of the Erasmus University Rotterdam, holds a Ph.D. in economics from the
University of Michigan and is a Research Fellow of the London-based Centre for Economic
Policy Research.
His current research focuses on the functioning of the multilateral trading system (WTO),
international transactions in services, the relationship between competition and trade policy, the
economics of regional economic integration, and channels of international technology diffusion.
STEFANO INAMA
Stefano Inama is a senior expert at UNCTAD, Integrated Framework (IF), Office of the
Coordinator of Least Developed Countries. Mr. Inama has been previously responsible for the
preferences and trade laws section in UNCTAD and he has been managing various projects
including the UNCTAD component of JITAP, to assist Developing countries during the WTO
negotiating process and the implementations aspects of WTO agreements and the Doha
Development agenda, as well as of various regional free trade agreements.
As Deputy coordinator of the UNCTAD commercial diplomacy he developed a network of
research and training centers in Developing countries from Asia, Africa and Latin America on
WTO and regional trade issues. He carried out numerous research projects on trade and
economic policies utilizing a multi-disciplinary approaches in the Mediterranean region and later
in SADC and Asean.
He published a series of studies on preferences and rules of origin and teaches courses at the
Amsterdam law school ,at the University of Bologna and in the MILE program in Bern
Switzerland.
He graduated at University of Bologna in Law and holds a Master of High European Studies
LLM, major in law for European Integration at the College of Europe, Belgium.

Biographies
PETER KLEEN
Peter Kleen is presently a trade policy consultant and was formerly (1992-2004) Director
General of the National Board of Trade in Sweden. He has a vast knowledge and professional
experience of trade policy related issues from over 30 years in public service.
Mr. Kleen has served as an adviser and expert in Swedish delegations to several meetings in
OECD, GATT, WTO and UNCTAD during the years 1969 to 2004. He has also publicized
several articles and reports on various trade policy issues, both in Sweden and internationally.
The latest study – together with Sheila Page from ODI – has the title Special and Differential
Treatment of Developing Countries in the World Trade Organization.
Moreover, Mr. Kleen is a member of the Swedish Society for International Affairs and is a
member of the roster of the WTO indicative list of governmental and non-governmental
panelists.
CHRISTINE LAGARDE
Née à Paris le 1er janvier 1956 de parents enseignants, Christine Lagarde a fait ses études
secondaires au Havre (Seine-Maritime), est diplômée de l'Institut d'études politiques (IEP) et de
l'Université de Paris X-Nanterre.
Elle détient un diplôme d'études supérieures spécialisées en droit social, une maîtrise d'anglais
et un diplôme de la Holton Arms School de Bethesda (Etats-Unis).
Christine Lagarde a enseigné à la Faculté de Droit de Paris X avant de rejoindre Baker &
McKenzie Paris en 1981.
Christine Lagarde fut présidente du conseil stratégique mondial de Baker & McKenzie d’octobre
2004 à juin 2005. Elle était auparavant présidente du comité de direction mondial de Baker &
McKenzie d’octobre 1999 à octobre 2004. Avocat au barreau de Paris, spécialisée en droit de la
concurrence et en droit social, Christine Lagarde était associée du cabinet d’avocat de Baker &
McKenzie à Paris depuis 1987 dont elle fut associée-gérante de 1991 à 1995, date à laquelle
elle fut élue membre du comité de direction mondial.
Mère de deux enfants, Christine Lagarde est décorée des insignes de chevalier de la légion
d'honneur.

ALAN MATTHEWS
Alan Matthews is Jean Monnet Professor of European Agricultural Policy in the Department of
Economics and Head of the Department of Economics.
His major research interests are agricultural policy analysis and the impact of international trade
on developing countries.
He has acted as a member of a number of WTO Dispute Settlement Panels and as a consultant
to the Food and Agricultural Organization of the United Nations, the UN Industrial Development
Organization as well as Irish Government Departments such as Foreign Affairs, Agriculture and
Trade and Tourism.
JEAN MARIE METZGER
Jean-Marie Metzger has been the Director for Trade at the Organisation for Economic Co-
operation and Development (OECD) since 1999. Previously he served in the French
government in numerous capacities: as the French Delegate to GATT and WTO in Geneva, as
Commercial and Economic Counselor at the French Embassies in Tel Aviv and Seoul, as
Minister-Counselor at the French Permanent Representation to the EU and as Private
Counselor to the French Minister for Foreign Trade.
After receiving a diploma from the Ecole Polytechnique, Mr Metzger went on to receive an
engineering degree from the Ecole nationale d’aviation civile in Toulouse which led to an early
career with the French Civil Aviation Authority before his assignment in Moscow as Scientific
Attaché at the French Embassy after which he joined the Ministry of Economy.
Jean-Marie Metzger est le Directeur des échanges à l’Organisation de la Coopération et de
Développement économiques (OCDE) depuis 1999.
Auparavant, il a occupé plusieurs postes
au sein du gouvernement français : délégué permanent de la France auprès du GATT, puis de
l’Organisation Mondiale du Commerce à Genève, conseiller économique et commercial près
des ambassades de France à Tel Aviv, Bruxelles et Séoul et conseiller technique auprès du
Ministre du commerce extérieur.
M. Metzger a obtenu un diplôme d’ingénieur à l’Ecole Polytechnique de Paris et ensuite un
diplôme d’ingénieur à l’Ecole nationale de l’Aviation civile à Toulouse. Il a commencé sa vie
professionnelle avec la Direction régionale de l’aviation civile Nord avant de prendre des
fonctions à Moscou en tant qu’attaché scientifique près de l’Ambassade de France à Moscou.

ANNE-SOPHIE NOVEL
Anne-Sophie Novel is a PhD student at Sciences-Po since November 2004. She is working on
the consequences of counter-terrorism on international trade. From November 1, 2005 onwards,
she will benefit from a research grant of the French Defense Ministry.
Research assistant at Ifri since March 2004, she works with Jean-Marie Paugam on WTO
negotiations, development issues and various matters linked to the Doha Round.
Before her master in International Trade, Anne-Sophie studied international economics and
finance at the Monstesquieu University of Bordeaux. She spent one year at the University of
Edinburgh, and followed various summer schools in Berkeley (University of California) and
Berlin (DGAP).
Anne-Sophie Novel est doctorante à Sciences-Po depuis novembre 2004. Elle étudie dans ce
cadre les conséquences des politiques anti-terroristes sur le commerce mondial. A compter du
1er novembre 2005, elle bénéficiera d’une bourse de recherche de la Délégation Générale aux
Armements du Ministère de la Défense français.
Elle travaille à l’Ifri depuis mars 2004 en tant qu’assistante de recherche de Jean-Marie
Paugam, suivant de près les négociations commerciales de l’OMC, les questions liées au
développement et au cycle de Doha.
Avant d’obtenir son master de commerce international, Anne-Sophie a étudié l’économie et la
finance internationale à l’université Montesquieu de Bordeaux. Elle a aussi étudié à l’université
d’Edinburgh, et a suivi des cours d’été à l’Université de Californie (Berkeley) et à Berlin (DGAP).
JEAN-MARIE PAUGAM
Jean-Marie Paugam is a Senior Research Fellow at Ifri (french Institute for International
Relations). He previously was the Head of the WTO and Trade Policy Unit in the French Trade
Directorate and Deputy Representative to the EU "133" committee.
As Former International Adviser to the cabinet of the Finances Minister, he also served as
Commercial Counselor to French Embassies in Washington and Rabat. He graduated from
Ecole Nationale d’Administration, Institut d’Etudes Politiques and Faculté de Droit of Aix-en-
Provence.
Jean-Marie Paugam est chercheur à l'IFRI sur les questions de commerce international,
politique commerciale et gouvernance de la mondialisation. Il est diplômé de la faculté de droit
et de l’IEP d’Aix-en Provence et ancien élève de l'ENA.

Spécialiste des négociations commerciales multilatérales, il a occupé des fonctions de
Conseiller Commercial à Washington et Rabat.
Il a aussi été chef du bureau "Politique Commerciale et OMC" au Ministère du Commerce
Extérieur, porte-parole français au comité de politique commerciale de l’UE (" comité 133 ") et
conseiller international au cabinet du Ministre de l'Economie des Finances et de l'Industrie, en
charge des questions de commerce, d’aide au développement et des relations économiques
bilatérales.
SERGE PERRIN
Serge PERRIN est économiste au département de la Recherche de l'Agence Française de
Développement. Il a auparavant été adjoint au président du département d'Economie de l'Ecole
nationale des ponts et chaussées, et chercheur invité au
Korea Institute for Industrial
Economics and Trade
(Séoul) dans le cadre du Programme Science et Technologie de l'Union
Européenne.
Il est docteur en sciences économiques de l'Université Paris I-Panthéon-Sorbonne. Dernières

Serge PERRIN is Economist in the Agence Française de Développement's Research
Department. Before joining AFD, he was Assistant Head of the Department of Economics at the
Ecole nationale des ponts et chaussées, and a visiting fellow to the Korea Institute for Industrial
Economics and Trade (Seoul) under the European Union Science & Technology Fellowship
Programme.
He holds a Doctorate in Economics from the University of Paris I -Panthéon-Sorbonne. His
recent publications include: a contribution to Multinationals and Foreign Investment in Economic
Development (E.M. Graham ed., Palgrave/Macmillan 2005), Le textile habillement tunisien et le
défi de la libéralisation (Notes et Documents de l'AFD, 2005).
DANI RODRIK
Dani Rodrik is professor of international political economy at the John F. Kennedy School of
Government, Harvard University, and teaches in the School's MPA/ID Program. He has
published widely in the areas of international economics, economic development, and political
economy. What constitutes good economic policy and why some governments are better than
others in adopting it are the central questions on which his research focuses.
He is affiliated with the National Bureau of Economic Research, Centre for Economic Policy
Research (London), Center for Global Development, Institute for International Economics, and

Council on Foreign Relations. He has been the recipient of research grants from the Carnegie
Corporation, Ford Foundation, and Rockefeller Foundation. Among other honors, he was
presented the Leontief Award for Advancing the Frontiers of Economic Thought in 2002.
Professor Rodrik holds a Ph.D. in economics and an MPA from Princeton University, and an
A.B. (summa cum laude) from Harvard College.
RAED SAFADI
Raed Safadi
is Head of the Trade Policy Dialogue Division at the OECD Trade Directorate. He
has previously worked for the World Bank and has advised, inter alia, UNCTAD, and the WTO.
Raed Safadi specializes on empirical and policy analysis of international trade. His published
books and articles cover areas such as trade and development, regional trading arrangements,
tariffs and non-tariff barriers, special and differential treatment, trade and environment, and the
world trading system.
He is currently working on impact assessment of the Doha Development Agenda, including in
such areas as impact of preference erosion, impact on government revenue of tariff reduction,
adjustment policies, provisions for special and differential treatment and quantification of
barriers to trade in services.
VALENTINE SENDANYOYE-RUGWABIZA
Valentine Sendanyoye-Rugwabiza has extensive work experience in senior Government and
private sector positions. Over the last three years she has served simultaneously as Rwanda's
Permanent Representative to the UN in Geneva, Head of Delegation to the WTO and
Ambassador Extraordinary and Plenipotentiary to Switzerland. She was also Deputy Head of
Delegation for her country's first Trade Policy Review in 2004.
Prior to her current assignment she was adviser at the Council of Economic and Social Affairs in
the Office of the Rwandan President in Kigali. In this capacity, she has represented the
Government of Rwanda in numerous international conferences.
Before joining government service in 2000, Ambassador Sendanyoye-Rugwabiza managed her
own company which she had established on her return to Rwanda in 1997. Previously she had
worked for eight years as a senior manager with a major Swiss multinational company, first as
head of its commercial development and marketing operations for Central Africa, based in
Yaoundé, Cameroon, and then as its regional manager for Central and West Africa, based in
Abidjan, Côte d'Ivoire.

Biographies
Ambassador Sendanyoye-Rugwabiza is a founding member of the Rwandese Private Sector
Federation, the Rwanda Women Entrepreneurs' Organization and the Rwandese Women
Leaders' Caucus.
She has been Coordinator of the African Group in the WTO. She is one of the two Ambassadors
representing the LDCs in the Integrated Framework Working Group. She initiated the Integrated
Framework in Rwanda.
Ambassador Sendanyoye-Rugwabiza is married to John Paulin Sendanyoye.
