Commenting on the findings of the Benchmark study, Neil Boyer, CedarCrestone COO, remarked, “while workforce technologies have accelerated HR’s continued evolution from an administrative to a strategic role, and a service delivery approach blending high-touch with high-tech yields significant financial and strategic benefits, not all respondents have yet reaped these benefits.” Financial Services and High-tech Manufacturing industry respondents are the early adopters of most technologies and of outsourcing HR processes and, as a result, reap benefits sooner and faster. Government and Higher Education, along with Retail and Healthcare, are the late adopters of most technologies and process outsourcing and have yet to reap comparable benefits. A significant finding released in the Benchmark study describes that respondents with ERP-based solutions have spent more to date (and on an annual basis) and have also budgeted more for next year than those respondents that buy point solutions from a variety of vendors (mixed environment). The ERP-based clients are however achieving a higher level of strategic functionality and satisfaction. Application functionality highlights from the CedarCrestone HCM Benchmark Study:  Amongthe Service Delivery Applications tracked, management reporting—such as headcount reports—is the most used application across all industries, followed by benefit-related self service, employee self service and time management.  Managerself service—such as promotions and transfers—is the least used Service Delivery Application today, but organizations have strong budgets and plans over the next 12 to 36 months for this functionality.  Usageand plans for the Strategic HCM applications vary widely by industry. Medium-sized organizations have the lowest usage overall for these applications, especially of Talent Acquisition, Career Planning, Performance Management, Succession Planning, Compensation Management and Sales Incentive Management. Outsourcing-centric highlights from the CedarCrestone HCM Benchmark Study:  Theoverall growth rate towards process outsourcing is 12%. outsourcing varies strongly by industry and size. The small organizations will make Process strong moves towards performance management, succession planning, and compensation management. Medium-sized organizations will grow more strongly towards employee and manager self service process outsourcing. Large organizations will see strongest growth towards partial or full outsourcing for HR record keeping, performance management, succession planning, compensation management, and workforce planning. average growth of technology infrastructure outsourcing will be 34% overall. The is considerable variation by industry when it comes to current usage and future growth There rate of outsourcing of technology infrastructure—in other words, a trend towards outsourcing of application hosting, sometimes referred to as managed services. Financial Services, High-tech Manufacturing and Retail industries are leading the way.  Thecurrent state of outsourcing in terms of the people who support HR systems is very much a mixed bag. Retail, High-tech Manufacturing and Financial Services are currently leading the way, but Health Care shows a very high growth rate towards outsourcing application development staff and management.  Interms of expenditures for the various HR processes we track, organizations that use predominantly outsourced solutions are spending more per year, and further will spend considerably more next year than those who manage their applications in house.
