As the CFO often says, who knows better than the retained, the risks within their communities. The pilots had to come to an end due to funding but we have learnt from these and we have to put bids forward as a result. Have you got any figures as to how the HFSVs have reduced the number of deaths and injuries in the county? Yes, Merseyside are the front runners in this area. They have been able to prove statistically that the number of HFSC's completed have reduced the number of deaths and injuries they have had. What they did find however is that if they could have targeted risk areas better they could have reduced this even more. This is something we need to do. We need to become more sophisticated at how we target our risk groups. We are quite new in terms of this and we need to develop this further. Rushmoor - S
Is the number of HFSVs we do being targeted to towns or is it equal We target areas post incident at the moment which works very HQ - S  across the county?  well. We do a lot of our HFSV's in homes where people are happy to receive them. However, we are still learning and we want to target more of our hard to reach groups. There hasn’t been a cut in the budget but there has been a movement of funding from elsewhere. We will always respond to incidents, but what we need to do is stop those preventable fires. The way to do this is to use our resources in a smarter way. Are we anywhere nearer reviewing the part of the Grey Book which It is not a condition of service but this is something that was HQ - S  shows we have to have two people doing HFSVs?  agreed with the Unions.  We currently have Green Book staff working alone on HFSC and have risk assessments that support this. We are reviewing this issue in relation to Grey Book staff to try and address the concerns of staff and the representative bodies. Are you talking about HFSVs being carried out on bank holidays?   Our work patterns must meet the needs of the public and if they Southsea - S are only available on a day that is a bank holiday then we should be providing the service at those times. This applies to HFSV as well as general prevention activities.   [This question was in relation to the work carried out on stations, talks The role of the firefighter and station based staff includes Redbridge - S to old people, HFSVs etc.]  Why don’t we increase the CFS delivering prevention activity as well as responding to incidents. department?  You could recruit people for USAR or CFS and leave All staff have a role in making their communities safer and whilst people on station to do the job they are here to do.  We are trained to we are always going to go to incidents the people on the do fires and RTCs etc. frontline also have a responsibility to prevent fires. [This question relates to the objective to ensure that all homes in No, this is a specific objective created by HFRS although some Andover - P Hampshire have smoke detectors fitted by 2010]  Is this something other Fire Services are taking the same approach. that is done across the UK?  With regards to the transfer of 2% of the budget to Prevention All of the resources we move into Prevention activities count Eastleigh - S activities, what counts towards this target and what is paid for by the towards our target of moving 2% into this area of activity. This 2%  includes domestic sprinklers.
What is the objective of this? Youth Engagement Historically we have been an organisation that have just fought Waterlooville - P fires. Now we are looking to prevent the fire just as much as fight it. We want to work with the public preventing fires and other incidents. We are working with young people in schools and in agencies with the aim of educating the adults of tomorrow. Are there plans to expand the Youth Engagement Dept? The CFS department is being restructured to deliver the targets Waterlooville - S within the IRMP and there will be some changes within the Youth Engagement team structure to achieve this. How about sponsoring competitions on, for example, Power FM, with This seems like a reasonable suggestion and we will ensure that P - Email a fire or road safety message? the CFS department consider this suggestion. We do currently advertise on local radio stations, such as Power and Wave, usually with other agencies to cut the costs to target younger people with road safety messages.  Safety Campaign Management You mentioned the campaigns you do such as the electric blanket We do put these on local radio and in newspapers.  Local Andover - P campaign, how do people find out about these? stations also advertise some of these initiatives.   Could this be something that could be included in HFSVs?  The testing of the blanket is carried out by a specialist company with specialist equipment. The firefighters don’t do the tests themselves but we use the stations to enable these tests to take place. The campaign runs in the Autumn with the Trading Standards Redbridge - P Department in the county. This is designed to coincide with the arrival of winter and the increased use of electric blankets. Dates and venues where electric blanket checks are to be carried out are advertised and public relations activity is used to promote the campaign through the local media. Minor calls have increased in terms of fireworks etc on the Andover - P estates. We have actually asked people if they have seen the wardens in these areas and unfortunately the answer is no at the moment, this is reflected in the amount of calls that we have had.     When do you check electric blankets? Do you feel that incidents have gone up in this area as far as fireworks etc go?
