I clearly saw the necessity of your becoming more than a man of rank, or even of genius. Your Excellency will correct the faults, and inasmuch as sagacity, ; 4 DEDICATIOPT. integrity, firmness, and moderation can do it, will compensate for the iniquities and atrocities of six centuries : you will unite Great Britain and Ireland which our princes and parliaments, until now, have never wisely planned nor honestly intended.
