INTRODUCTION
Relevance of the research
The White Paper on Sport (2007) states: “The European institutions have recognised the
specificity of the role sport plays in European society, based on volunteer-driven
structures, in terms of health, education, social integration, and culture”. On one hand,
this statement highlights the role of sports for the several important social areas; on the
other hand, it is highly important to take the needs related to sports of aforementioned
social areas into an account while forming a sports strategy. It could be suggested that
the government while forming economic development plan and implementing principle
objectives must unite various activity areas and join them into a harmonized entity. The
White Paper on Sport (2007) states that “even though not having any direct powers in
this area, the Community must, in its action under the various Treaty provisions, take
account of the social, educational and cultural functions inherent in sport and making it
special, in order that the code of ethics and the solidarity essential to the preservation of
its social role may be respected and nurtured“. In relation to economical aspect White
paper on sports (2007) states that sport is a dynamic and fast growing sector with an
underestimated macro-economic impact, and can contribute to the Lisbon objectives of
growth and job creation. It can serve as a tool for local and regional development, urban
regeneration or rural development.
In summary, it is possible to suggest that requirements of the sport strategy formation
are related to the sport sector‟s importance to the country‟s politics, economy, culture
and healthy way of life of the citizens. Healthy way of life of the citizens is one of the
priorities outlined in the country‟s strategic planning documents and physical education
and sports are indicated as an essential part of healthy life foundation. European
Community White Paper called “Together for Health: A Strategic Approach for the EU
2008 – 2013” points out that health is central in people's lives and needs to be supported
by effective policies and actions in Member States, at EC level and at global level,
therefore the intersectoral co-operation is necessary. Lithuania‟s joining the European
Union and signing the Treaty of Lisbon obliges the Republic of Lithuania to review its
physical education and sports strategy in essence.
As physical education and sports are becoming more important components of economy
and culture, strategic management principles and methods are acknowledged as very

important tools for the country strategic development modeling. Therefore, it is
important to be guided by the strategic planning documents and evaluation criteria used
in the development and application of the methodology approved by the Minister of
Finance of the Republic of Lithuania in 2010 25 October Order No. 1K-330 in
analyzing physical education and sports situation in the country and compiling its
development scenarios.
A long term strategy related to physical education and sports has not been prepared
throughout all the Lithuanian independence period. Only after Lithuania has joined
European Union, physical education and sports strategy project named the Physical
education and sports development strategy was presented in the summer of 2007 (a
working group was selected according to the prime minister of the Republic of
Lithuania order No. 259, 13 July 2007).
The authors of the Physical education and sports development strategy (2008-2020)
dedicate majority of attention to the social sports mission, to the attempt of creating
conditions to include all socials groups into physical education and sports activity. After
discussions, project has been updated and presented as a State sport development
project 2008-2020, which was approve by Lithuanian Parliament (Seimas) (Regarding
Lithuanian Republic Parliament resolution “regarding Lithuanian citizens physical
activity promotion strategy acceptance” project (XP-2797), dated 10 November 2010,
No. 106-P-52 conclusions of the Lithuanian Republic Parliament Education and culture
Committee).
Objective hypothesis for physical education and sports strategy formation is related to
several documents. 1997 Amsterdam treaty (which partly replaces EU treaty, European
Community establishment treaty and certain acts) mentions sports for the first time,
Helsinki notification regarding sports was presented in 1999. In Decemb
