COMMUNITY SERVICES GROUP Current Planning Major Projects Group East Fraserlands Open House Phase Two Rezoning June 2009 COMMENT FORM INTRODUCTION In November 2006 Vancouver City Council unanimously adopted the East Fraserlands (EFL) Official Development Plan (ODP). The first area rezoning (Phase One) was approved by Council in September 2008. Today we are seeking your input on the EFL Phase Two Rezoning proposal submitted by Parklane Homes in May. Your comments will inform City staff’s review of the application and be summarized to City Council. The presentation materials at this open house are organized to assist you in filling out this comment form. QUESTIONS Amenities Plan 1. Please visit the board on Panel # 6 which illustrates the amenities plan for Phase 2. Do you have any comments regarding the amenities contained in Phase 2? __________________________________________________________________________________ __________________________________________________________________________________ _________________________________________________________________________________ _________________________________________________________________________________ Development Phasing 2. Please visit the board on Panel # 7 which discusses the phasing of development. Do you have any comments on the phasing of development in Phase 1 and 2? __________________________________________________________________________________ __________________________________________________________________________________ _________________________________________________________________________________ _________________________________________________________________________________ Sites west of Kerr Street 3. Please visit the boards on Panel # 5 which illustrate a proposal for the sites west of Kerr Street which are currently vacant.These sites were not included in the EFL Official Development Plan. The proposal aims to change the permitted use from commercial to primarily residential with some small scale retail at the water’s edge. This retail (which may include uses such as a coffee shop, corner store, bakery, etc.) will help to animate the waterfront and provide some services for local residents. The park areas proposed for Phase 2 generally correspond with those approved in the ODP (See Panel # 13).This phase includes a play field associated with the elementary school and three linear parks: one main park along the river and two park corridors connecting from Marine Way to the riverfront.The easternmost corridor parallel to Kinross Street will include water features for biofiltration and habitat as well as more active recreation and play facilities. Please visit the 3D model and boards on Panel # 17 which illustrate the proposed building forms. The goal of the ODP is to create a rich mix of building forms and scales to create variety within blocks and neighbourhoods. The proposed building heights vary between 2 to 5 storeys for townhouse forms and 2 to 13 storeys for apartment buildings.
