FOREWORD
The European Community's research and technological development programme on
environment and climate is the world's second largest research programme in this field, and is a
strong platform for cooperation in solving major environmental issues of concern to the citizen,
particularly for better living conditions, better safety, better use of scarce resources, and
improving the quality of life within the context of sustainable development; global issues like
Climate Change are also addressed.
This programme, under the Fourth RTD Framework Programme, involves all the major public
environmental research organisations in the 15 Member States of the Union, as well as many
industrial interests. Close links have been established beyond the Union with international and
other organisations to pursue global issues and initiatives. The programme is the bedrock for
providing the sound scientific and technical basis for developing and implementing the
Community's environment policies and fulfilling international environmental commitments,
such as those resulting from inter-governmental conventions. A most recent example has been
the contribution of the research for the Kyoto and post Kyoto discussions on Climate Change.
During the programme, a number of new management initiatives were introduced, most notably
in more transparent and objective evaluation processes for selecting activities for funding. Over
80% of all high quality proposals submitted have been funded.
This catalogue - one of a series of four covering the activities under the Fourth RTD
Programme (1994-1998) - summarises the objectives of RTD projects, concerted actions and
other activities funded, and sets out contact points for obtaining further information. It is
intended to serve as a guide for stakeholders, businesses and enterprises, policy-makers, and the
research community who need to make use of the results of research, as well as assisting
potential participants interested in submitting proposals relating to environment and sustainable
development activities under the Fifth RTD Framework Programme (1998-2002), the first calls
for proposals being in Spring 1999.
This new programme places emphasis on the problem-solving approach to meet socio­
economic challenges arising from the objectives of four key actions - sustainable management
and quality of water; global change, climate and biodiversity; sustainable marine ecosystems;
and the city of tomorrow and cultural heritage - as well as covering RTD activities of a generic
nature and support for research infrastructures. Several potential links between the research
undertaken within the previous programme and the next one certainly appear in the catalogue.
